<br /> 2nd - "I submit the attached plat showing land adjacent to Mt. Herman School and I have
<br />been advised that the four lots will cost between $1,700.00 and $2,000.00"

<br /> Motion of Mr. Howard that the City Manager be authorized to purchase the lots at a sum not
<br />exceeding $2,000.00, was adopted.
<br />
<br /> Motion of Mr. Howard that an appropriation of $2,000.00 for said purpose, from Utility Tax
<br />Fund, be placed on first reading, was adopted.
<br />
<br /> Motion of Mr. Howard that the City Manager con£er~with the Superintendent of Schools in
<br />regard to the purchase of more lots adjacent to the Mt Herman School, was adopted.
<br />
<br />3rd - "The City ~f~nager presented the following letter:
<br />
<br /> "Reference is made to our proposal dated June 23, 1953, for furnishing Engineering Service~
<br />in connection with preparation of Comprehensive Drainage Plan for Wilson and Tyler Wards and other sections withih
<br />the City o£ Portsmouth, Virginia; and to our subsequent conferences with your office relative to the scheduling
<br />and completion of the proposed work.
<br />
<br /> As we understand the present situation, it is desired that we commence work in certain
<br />areas, to be designated by the Director of Public Works, immediately upon receipt cfa notice of acceptance of our
<br />proposal; that we proceed with surveysand design in the several component areas according to a schedule which
<br />will be developed by the Director of Public Works in the light of the progress of sanitary sewer construction in
<br />those areas; that we will have completed all of the work. and will make the final submittal on July l, 1954; and
<br />that the entire fee will be due and payable on acceptance o£ the final submittal.
<br /> Stipulations to :bhis effect are acceptable to us. Moreover, we venture the opinmon that
<br />the prosecution of the work on a component area basis, as you have outlined it, will result mn measurable benefit~
<br />to the City in respect to economy and utility.
<br /> In all other respects, the work will be done in strict accordance with the specifications l
<br />accompanying your invitation for proposals, dated May 19, 1953.
<br /> In compliance with your request, we are preparing and will submit at an early date, a
<br />draft of certain clauses'which we believe might be incoeporated in the proposed contract as defining the scope,
<br />details, and scheduling of the work.

<br /> 4th - "The Superintendent of the Water Department, X. D. Murden, has requested authority
<br />to permit his office manager at the Suffolk Virginia pffice of the Water Department to make deposits at a Suffolk
<br />bank through the facilities of night depository.
<br /> I recommend that the request of the Superintendent of the Water Department be
<br />concurredin.'

<br /> Motion of Mr. Houghton to concur in the recommendation of the City Manager,was adopted.
<br />
<br /> 5th - '~t a former meeting of the Council, an agreement between the Elizabeth River Tun-
<br /> nel District Commission and ~he CiSy~ Portsmouth was pre~ente~ ~he~ein $~e Tunne{ District agreed to pay the C~+
<br /> ty of Portsmouth th~-$um of $500,000.00.
<br /> It was necessary to rewrite the origina~ agr~$t d~ ~o-a minor rewording and the
<br /> Tunnel District through the Elizabeth River Tunnel Commission has prepared and submitted a new contract. ! rec-
<br /> ommend that the proper city officials be authorized and~:directed to execute the contract as it is now written
<br /> and that the contract be spread upon the minutes of the City Council of the City of Portsmouth."

<br /> Motion of Mr. Sturtevant that the Mayor be authorized to sign the agreement and tha~ the
<br /> City Clerk be requested to affix th~ seal of the City thereto, was adopted

<br /> 6th - "I submit the attached agreements between the Elizabeth River Tunnel Districtand
<br /> the City of Portsmouth as outlined in said contract and recommend that the proper authorities be authorized and
<br /> directed to execute the same for and on behalf of the City, and that the City Clerk be directed to attest the
<br /> same and affix the city's seal thereto."

<br /> Motion of Mr. Howard that the pro,er city officials be authorized to sign the agreements
<br /> and that the City Clerk be authorized to affix the seal of the city thereto, was adopted.

<br /> 7th - "I submit the attached Highway Maintenance agreement for the maintenance of Project
<br />204-604 at Churchland Bridge and for the project at the intersection of Airline Blvd. and Rodman Avenue.
<br />
<br /> I recommend that ~the proper city officials be authorized and directed ~o execute
<br />the same on behalf of the City and that the City Clerk be authorized to affix the city's seal thereto."
<br />
<br /> Motion of Mr. Houghton to concur ~n the recommendation of the City Manager and that the
<br />proper city officials be authorized to sign the agreement, was adopted.
