<br />ginia Municipalities, to which is attached a legislative program of the Virginia League, and recommend that a
<br />meeting be held, at which time our representatives in the Legislature be invited to attend to discuss legislation
<br />a~fecting the cities and towns in the State."

<br />The Council decided to meet at 8:00 P.M., on November 17th.

<br /> 4th - '~t a previous meeting of the Council, I was requested to confer with the League
<br />of Virginia Municipalities concerning the proposed xncrease in the rates charged for electric energy by the Vir-
<br />ginia Electric and Power Company. Please be advised that I have consulted the League's Executive Secretary and I
<br />am attaching his reply hereto."

<br /> Motion of Mr. Bilisoly that the City Manager attend t~e State Corporation Commission's
<br />hearing on November 10th, 1953, to oppose the rate increase requested by the Virginia Electric & Power Company,
<br />was adopted.
<br />
<br /> 5th - "I am submitting the attached list showing the date of resolution and the loca-
<br /> tion and number of fire hydrauts authorized ~o be installed in Norfolk County.
<br />
<br /> It is my understanding that since the contract with the County expired on Sept-
<br />ember 30, 1953, that the City is no longer obligated to extend water mains aud fire hydrants iu the County beyond
<br />those requested prior to the expiration of the contract.
<br />
<br /> I therefore recommend that the Water Department refrain from extending water
<br />mains and installing fire hydrants in Norfolk County except where the full cost of the im~allations is paid either
<br />by the County or an individual or corporation."
<br />
<br /> Motion of Mr. Hawks to concur in the recommendation of the City Manager and that no more
<br />fire hydrants already authorized by the Board of Supervisors be installed until a new water con~ract has been
<br />signed with Norfolk County, was adopted.
<br />
<br /> 6th - "I submit for your consideration, the attached letter from James G Mitchell,
<br />Secretary of the Citizens' Protective Committee:"

<br />'We, of the Portsmouth Citizens' Protective Committee, wish to take this opportunity
<br />To remind you and the gentlemen of City Council of your promise, made orally the
<br />evening of April 14, 1953, that ample public notice would be given the citizens of
<br />Portsmouth for a hearing, should the local Redevelopmen~ and Housing Authority seek
<br />Council's approval of any plans for anew civic center that they might present.
<br />We request that .this letter be read at the next regular session of the City Council
<br />and ~rust that it will be happy to renew this promise, irrespective of any public
<br />hearing that may be accorded by the Planning Commission. It is further requested
<br />that a written reply be received from you regarding this matter.
<br />I~t might be well t~ poiiIt ~out tha~ our c~iginal position has not changed fundament-
<br />ally as to the.ciwic cen~er proposed by-the Authority. To quote from a statement
<br />made to the newspapers by Alher~ M. Cole, Federal Houslug Administrator, it might
<br />be well to call your attention that "it will never enjoy strong public support if it
<br />rests on mere willingness of cities t~ accep~ their share of Federal largesse if it
<br />is offered." ~
