Parker, City Collector, and concur <br /> 7th - "I submit the att .ached letter from the Elizabeth River Tunnel Commission for <br />in his recommendation that a refund in the sum of $224.52 be made to <br />Utility Taxes collected in error. <br /> Motion of Mr. Grimes that $224.52 be appropriated for said purpose was adopted, and <br /> <br />by the following vote: <br /> <br /> Ayes: Bilisoly, Grimes, Hawks, Houghton, Howard, Lawrence, Smith, Wilson <br /> Nays: None. <br /> <br /> - 'I submit the attached letter and nroposed ordinance from the Truste,e,s of the <br /> 8th - ~ ~ ~commend that the ordinance'be placed on first reading <br />Portsmouth Supplemental Retirement ~ys~em a~ ~ ' ' <br /> "At a meeting of the Trustees of the Portsmouth Supplemental Retmrement System,held <br /> Attached - on October iSth, 1953, the Trustees wen~ on record requesting the City Council to <br /> amend the Retirement Ordinance to allow employees to receive a refund on their con- <br /> tributions if they leave the City in less than a year's time. I am attaching hereto <br /> an ordinance ~o correct this if the Council so desires." <br /> Motion of Mr. Howard to place the following ordinance on first reading, was adopted: <br /> "AN ORDINANCE .TO AMEND AND RE-ORDAIN SECTION 37 OF AN ORDINANCE ENTITLED <br /> 'AN ORDINANCE TO PROVIDE A SuPpLEmENTAL RETIREN~ENT SYSTEM FOR CITY <br /> EMPLOYEES '" <br /> 9th - "I submit the attached letter a~d proposed amendment to the City Code to correct <br /> an error and recommend that it be placed on first reading." <br /> Motion of Mr~ Hawks to place the following ordinance on first reading, was adopted: <br /> "AN ORDINANCE TO AMEND AND RE-ORDAIN SECTION 30-31 OF THE CODE OF THE CITY <br /> OF PORTSMOUTH, 1951, RELATING TO SPEED LIMITS OF ~0TOR VEHICLES" <br /> 10th - "The question of the City of Portsmouth becoming one of the participants in the~ <br /> Patrick Henry Hospital for the chronically ill, located at Denbigh, Virginia, has been discussed and considered on <br /> Last week, ~ayor Duke and I, accompanied by ~r. Dick Johnson~ Chairman of a <br /> Rotary Club Committee,. visited the hospital and were cordially received by Mr. Hawthorne, Administrator, who ac- <br /> companied the committee on a tour of the ~uildings and premises and we were all very much impressed with the <br /> operation of the plant. <br /> I am of the opinion that it would be to the best interests of the City of <br /> Portsmouth to become a participant in the hospital and recommend that the matter be referred to the City Manager <br /> to investigate the matter further to ascertain the approximate cost to the City of Portsmouth for membership in <br /> the hospital group. <br /> We are endeavoring to keep our local hospitalization of medically indigent <br /> patients to a maximum of fourteen days at the hospitals where we are under contract for treating indigent patients: <br /> but I ami continually having requests for extension of time on a number of patients. For the chronically ill pa- <br /> tients, I am confident it will be more economical to ~reat them at the Patrick Henry Hospital aud..at the same time <br /> the patient will be better contented due to~ ~he fact that the hospital is located in the country. <br /> Motion of Mr. Howard to refer to 'the City Manager for investigation and report back <br /> to the Council, was adopted. <br /> <br /> llth - "I submit the attached letter from Dr. L H. Denny, Chairman of the Retirement <br /> Board and recommend that the City Council concur in the recommendation of the Retirement Board that Mr Journee <br /> be retired." <br /> Motion of Mr Howard that L. N. Journee be retired, effective November 1st, 1953, <br /> on fifty per cent of his present salary, was.adopted. <br /> <br /> 12th - "For a number of months, it has been uecessary for the City, in the anticipa- <br /> tion of uncollected revenues, to use bond funds to meet the obligations of the General Fund. This has been done in <br /> lieu of borrowing funds from the bank,which had been the practice in former years. <br /> By so doing, the City has saved ~onsiderable on interest payments however, <br /> our projects are reaching the stage of completion and it is necessary for us ~o use the bond funds to pay the <br /> contractor. I therefore recommend that the four resolutions attached hereto be approved." <br /> <br />"RESOLVED, that the City of Portsmouth borrow from the <br />American National Bank, Portsmouth, Virginia, the sum of <br />One Hundred Theusa~d3Dollars ($100,000.00), in antici- <br />pa/ion of~the colleetio~ of the revenues of the City of <br />Portsmouth for the fiscal year 1953-54; that the proper <br />officers be authorized to make a note or notes maturing at <br />any time prior to June 30th, 1954: and the revenues of the <br />dity for the fiscal year are pledged to ~he repayment of <br />such borrowing." <br /> <br />RESOLYED, that the City of Portsmouth borrow from the <br />Merc~nts ~ Farmers Bank, Portsmouth, Virginia, the sum of <br />One Hundred Thousand Dollars ($100,000.00), in anticipation <br />of the collection of the revenues of the City of Portsmouth <br />for the fiscal year 1953-54; that the proper officers be <br />authorized to make a note or notes maturing at any time prior <br />to June 30th, 1954; and the revenues of the City for the <br />fiscal year are pledged to the repayment of such borrowing." <br /> <br /> <br />
