<br /> 54-11. "When I submitted the budget for the fiscal year ending June 30, 1954, I informed the
<br />City Council that the plumbing at the City Jail was in poor condition and would require replacement, but that no
<br />funds were available in the current budget for this purpose.
<br />
<br /> It was estimated at-the time that the cost of the project would amount to between-twenty
<br />thousand and- twenty-five thousand dollars and it has been found that the locks on all of the jail cells and doors
<br />have worn to the extent that they are difficult tO operate and we have an estimate from a firm in the sum of
<br />approximately $4,000.00 ro replace and renew all cell door locks. I am convinced that this work should be done
<br />immediately in order to protect the property as well as the inmates of the jail.
<br /> I recommend that an a~propriation, in the sum ot $27,500~00 be placed on its first read-
<br />ing. The tunds will be available trom the sum received trom the sale of the City Market Building."

<br /> Commerce, Mr Frank Mantz, and a copy of a proposed bill to-DB presented To the members of the House of Delegates
<br /> from the City of Portsmouth with the request that they have it enacted into law. I recommend that the Council
<br /> concur in ~the request of the Chamber of Commerce with respect to this enabling Act., and that a clause be added
<br /> covering payment in lieu of taxes, and providing that assets revert to the Cji y."

<br />President, Mayor of our City, yourself and the Chairman of our Port Development Committee. the Board of Directors
<br />unanimously passed a motion urging members of City Council ro encourage the promotion, by our members, in the Gen-
<br />eral Assembly in the Commonwealtk of Virginia, go create enabling legislation to allow your honorable body to cre-
<br />ate an agency that may be called the Portsmouth Pore and Industrial Authority.
<br /> The purpose of this action on your pa~t is to insure the economic and industrial life of
<br />our community by having an agency ready to take advantage of any opportunity that may arise ro further the port
<br />and industrial actfvities of our City.
<br /> Under date of JanUary 7th, we asked John A. MacKenzie, member of the General Assembly, to
<br />introduce a Iegislation in the Virginia Assembly. In Norfolk, they have a Port Authority and in 1952, the Assem-
<br />bly passed a bill creating the Ne~rport News Port and Industrial Authority. The Directors of the Chamber of Com -
<br />merce believe this to be a progressive step and urge your immediate approval of :this program."
