<br /> "The undersigned, W.H.W. Cassell, Substitute Justice of the Civil and Police Court and the
<br />Juvenile and Domestic Relations Court, of the City of Portsmouth. Virginia, respectfully requests that he.be given
<br />consideration for election to the position of Civil and Police Justice of the City of Portsmouth, Virginia, and
<br />that he be designated as Judge of the Juvenile and Domestic Relations Court of the City of Portsmouth, Virginia,
<br />which positions became vacant upon the recent death of the Hon. William H. Oast.
<br />
<br /> "At a meeting of our Local on Becember 31, 1953, it was unanimously agreed that our Local
<br />go on record as endorsing Judge W.H.W. Cassell for the job of Police Justice. Any consideration that can be given

<br />54-19, The following ~etter from the School Board was read:

<br /> "The Portsmouth S,_~hool Board in regular session, Friday, January 8, 1954, directed me to
<br />request the Portsmouth City Council to ourcbase the Mrs. Mottle O. Small properZy located at 320 Owens St. If
<br />purchased, the property would be used to expand the Ann.Street School playground which is entirely inadequate.
<br /> Mrs. Small has recently died and it is our understanding that this property is to be sold
<br />in the near future."
<br />
<br />Motion of Mr. Smith ~o refer to the City Manager was adopted.

<br /> The following letter from the Superintendent of Schools was read:
<br />
<br /> 54-~0. "The Portsmouth School Board at its regular meeting, Friday, January 8, 1954, dmrected me to
<br />inform you that it had no ~bjection to the sale of the jib of land contkining ~.98 ~' acres on the Woodrow Wilson
<br />site, bound on the north by New Road #3, on the east by the Atlantic Coast Line Railway, on the south by County
<br />Road, on the west by West Road, as shown on Da§e six, of the architectural plans for the new Woodrow Wilson High
<br />School, provided that the Board is given.a like amount of land north of Locust Way extended. The Board requests
<br />that there be no further sale or disposition of any of this tract of land now owned by the City.
<br /> It is also further understood that the above named jib of 2.98 ~- acres is to be used for
<br />religious purposes only, and should it cease to be used for religious purposes at any time, its ownership shall
<br />revert to the City."
<br />
<br /> Motion of Mr. Hawks to refer to the City Manager to advertise the properzy for sale with the
<br />restriction that the land may be used for religious purposes only, and that sufficient ground will be left for an
<br />eighty foot street, was adopted.
<br />
<br /> 54-21. Motion of Mr. Lawrence that a committee be appointed to loca~e a suitable site for a colored
<br />cemetery, was adopted.
<br />
<br />The Chair appointed Messrs. Lawrence, Wilson and Smith.
