"I recommend that Section 25-19 of the Charter and Code of the City <br />amended to read as follows: <br /> <br />of Portsmouth 1951 be <br /> <br /> 'Application for per~Lits shall be made in writing upon forms ~o be furnished by the Health <br />Officer. No permit shall extend beyond the expiration of the calendar year in which issued. No permit shall be is- <br />sued until it appears to the Health Officer that the applicant has complied with the provisions of this chapter. <br />All permits may be revoked by the Health Officer whenever in his opinion the provisions of this Chapter shall have <br />been violated by the holder of the permit. It shall be deemed a violation of this chapter to operate any of the <br />above establishments or to sell or expose for sale any of the products of the same without having a permit as <br />hereinabove provided or after the revocation or expiration of a permit and before the same has been renewed.'" <br /> <br />Motion of Mr. Smith to place the following ordinance on first reading was adopted: <br /> <br />"AN ORDINANCE TO A~END AND RE-ORDAIN SECTION 25-19 OF THE CODE OF THE CITY <br /> OF PORTSMOUTH, 1951, RELATING TO PEP3iITH FOR SLAUGHTER HOUSES, PACKING <br /> HOUSES, ETC." <br /> <br /> 54-83. "The present Congress has before it a Bill to provide funds for matching State and local <br />funds to construct highways through the municipalities. <br /> It will be necessary that the City of Portsmouth select the pro3ects on which they would <br />desire the matching funds spent within the City limits. <br /> At the present time, the Gosport Road project has been completed and the Hamilton A venue <br />project will be awarded to c6ntract as soon as the City has completed~the acquisition of the necessary rights of <br />way. Since these funds are accumulating annually, it is necessary that we plan for future extensions of Federal <br />State Aid Highways. <br /> The purpose of this letter is to request the Council to give consideration to priority <br />to be given to the next projects. 0nly those highways that are designated as Federal Aid Highways through ~he <br />City are eligible. <br /> I will appreciate the Council designating the Highways on which they would have the funds <br />spent in the not too far distant future." <br /> <br />Motion of Mr. Houghton to refer to the Planning Commission was adopted. <br /> <br /> 54-84. "I am submitting for your information a report from the League of Virginia Municipali- <br />ties on the legislation enacted favorable to the Municipalities of the State and Legislation that was defeated <br />that would huge been detrimental to the municipalities of the State." <br /> <br />for their splendid <br />was adopted. <br /> <br /> Motion of NT. Wilson that a resolution be drawn commending Mr. MacKenzie and Mr. Spong <br />representation of the City of Portsmouth during the previous session of the General Assembly, <br /> <br /> The Chair recognized Bill Thacker, Field Representative of the League of Virginia Muni- <br />cipalities, who spoke praising the work of Mr MacKenzie and Mr. SpOng in the General Assembly. <br /> <br /> 54-85. "I submit the attached easement and recommend that the proper city officials be authorized <br />execute the same for and on behalf of the City." <br /> <br /> Motion of Mr. Hawks that the proper city officials be authorized to s~gn the easement, <br />provided it meets with the approval of the City Attorney, was adopted. <br /> <br /> 54-86. "I recommend that sufficient funds be used from the balance in the Bond Fund Account for <br />General Improvements for the purpose of widening the paved area on the south side of County Street from 100 feet <br />west of its intersection with Chestnut Street re its intersection with Richmond Avenue at an estimated cost of <br />$ 16,704.00 <br /> <br />Motion of Mr. Wilson that the City Manager he authorized to have this street paved, was <br /> <br />adbpted. <br /> <br />UNFINISHED BUSINESS - <br /> <br />54-67. <br /> <br />The following ordinance, placed on first reading at last meeting, was taken up and read: <br /> <br />'~N ORDINANCE TO GRANT TO ITSSUCCESSORS AND <br />ASSIGNS, A FRANCHISE TO USE THE STREETS AND OTNER PUBLIC PLACES OF THE <br />CITY OF PORTSMOUTH FOR THE OPERATION OF A TELEPHONE SYSTEM, WITH THE <br />NECESSARY POLES, WItlES, CONDUITS, CABLES AND FIXTURES" <br /> <br />On motion of Mr. Grimes, said ordinance was adopted, and by the following vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Duke, Bilisoly, Grimes, Hawks, Houghton, Howard, Lawrence, <br />Smith, Sturtevant, Warren, Wilson <br />None. <br /> <br />54-70. <br /> <br />The following, placed on first reading az last meeting, was taken up: <br /> <br /> "I submit the attached easement deed for the necessary Rights of Way for State Highway <br />Route 704 1364-13 (City Park Bridge and approaches) and recommend that the proper City official be authorized and <br />directed to execute the same for and on behalf of the City and that the City Clerk attest the same and affix the <br />City seal thereto." <br /> <br />Motion of Mr. Howard to lay on the table for further study, was adopted. <br /> <br />NEW BUSINESS - <br /> <br />54-87.
