110 <br /> <br />April 22. 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, April 22, 1997, <br />there were present: <br /> <br /> Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin. Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Berm III, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendarlce. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a <br />Called Meeting on April 8, 1997; a Regular Meeting on April 8 1997; a Called <br />Meeting on April 14, 1997; and was adopted by unanimous vote. <br /> <br />97 - 124 - Presentations: <br /> <br />Presentations to the Honorable L. Louise Lucas, Senator; the Honorable <br />Frederick Quayle, Senator; and the Honorable Kenneth Melvin, Delegate, for <br />exemplary service to the citizens of Portsmouth during the 1997 General <br />Assembly session~ <br /> <br />· Proclamation presented to Mary Visco and Scott Crabtree for "Massage <br /> Awareness Week." <br /> <br />· Presentation by Emma Hoffier to Mayor James Holley II for his role with the <br /> United NegroCollege Fund Campaign. <br /> <br />- PUBLIC HEARINGS - <br /> <br />97-125- Public hearing to consider the application for exemption from taxes filed <br />on behalf of the Portsmouth Christian Outreach Ministries. <br /> <br />There were no speakers. <br /> <br />97- 126 - Public hearing to consider a resolution to authorize the City to contract a <br />debt and issue general obligations of the City in the form of General Obligation <br />Public Improvements Bonds or; in anticipation of the issuance thereof, General <br />Obligation Public Improvement Bond Anticipation Notes, in the principal amount of <br />$5,620,000 to finance the costs of various public improvement projects of and for the <br />City. <br /> <br />There were no speakers. <br /> <br />97- 127 - Public hearing on the proposed rate change for the E-911 tax, public <br />utility rates, transient occupancy tax, restaurant food tax, vehicle license tax, and <br />refuse collection rate. <br /> <br />1. Fred Schoenfeld, 421 High Street, spoke in opposition to the proposed increase <br />of restaurant food tax. <br /> <br /> <br />
