April 22; 1997 <br /> <br />- UNFINISHED BUSINESS - <br /> <br />97 - 70 - Code amendment: <br /> ! - <br /> <br />(a) Ordinance granting the request of the City of Portsmouth fora code <br /> amendment to permit residential care facilities within Residential Single- <br /> Family RS-75 zoning districts with the issuance of a use permit. (CA-97-01) <br /> <br />1. Louis VVhitehead, 4415 County Street, spoke in opposition to the proposed code <br />amendment. <br /> <br />2. Elijah Sharp, 702 Hancock Avenue, spoke in opposition to the proposed code <br />amendment. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to deny CA-97-01, and <br />was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97- 109 - Code amendment: <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett. to adopt the following <br />ordinance, approved on first reading at the April 8, 1997 meeting, and was adopted <br />by the following vote: <br /> <br />97-109 (b): <br /> <br /> "ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 0-43.4 (8) THEREOF <br />PERTAINING TO HOME OCCUPATIONS." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett. Holley <br />Nays: None <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />97- 128 - Adoption of a motion to award a contract to Z.B.Z. and Associates in the <br /> amount of $112,850 for modifications to the Churchland High School <br /> heating, ventilation, and air conditioning system. <br /> <br />Recommendation: <br /> <br />· Approval of a motion to award a contract to Z.B.Z. and Associates in the amount <br /> of $112,850. <br /> <br />Purpose and Need: <br /> <br />Phase I of the HVAC modifications will improve the air quality in 11 classrooms at <br />Churchland High School and will act as a pilot project for a~r quality modifications <br />to the entire building. <br /> <br />· The equipment purchase and the controls contract have previously been <br /> approved by City Council. <br /> <br /> <br />
