The following letter from the City Attorney was read: <br /> <br /> 'On Wednesday, April 21, 1954, a parcel of land located on the Elizabeth River, ~tending <br />from the north side of Seaboard Avenue, at Pinners Point, assessed in the name of T.J. Wool and O. F. Byrd, was <br />sold at public auction pursuant to a decree entered in the suit of the City of Portsmouth v. A.Esther Wool and <br />others. The taxes on the property amourrted to $4,291.19. I purchased the property on behalf of the City for the <br />s~m of Two Thousand Dell'ars ($2,000.00) in order to protect the city's lien. The property is assessed for $3,750.00t <br />It will be necessary for the City Council to appropriate the sum of $2,000.00 in order to pay for the land. The <br />money will be returned to the City in the payment of taxes. <br /> <br />reading, was adopted. <br /> <br />Motion of Mr, Howard to place an approoriation of $2,000. for said purpose on first <br /> <br />54-124. The following letter fro~-J. L. Jolliff, Delinquent Tax Collector, was read: <br /> <br /> "I am inclosing a statement of property in the name of Norman Cassetl, located at 646 n.b. <br />Summit Avenue, through April 30th, 1954, in the amount of $481.57. It is noted that lthis statement is made np of <br />a lot assessed for $100.00, and a building assessed at $600.00. The assessment for the building was taken off in <br />1946. According to the inclosed statements of peo~e who have known this property for a considerable time, the <br />building has been razed for 15 years or more. If the assessment against this building for the years 1959 to 1945 <br />inclusive is relieved, it will expedite the sale of this property. The assessment against the building for these <br />years amounts to $t82.84." <br /> <br /> Motion of ~tr. Grimes that the taxes be relieved, was adopted, <br /> <br /> 54-125. '~s required by the Code of Virginia I am transmitting to you herewith Certificate of <br />the Commissioners of Election, giving the result of the Special Election held on April 13th, 1954, to repeal a <br />City Ordinance adopted by the Council on the 17th day of October, 1953, providing for the annexation of certain <br />territories Of the County of Norfolk, at which election One Thousand Four Hundred Twelve (1412) votes were east <br />"For" the repeal and Four Thousand Three Hundred Forty (4340) votes were cast '~gainst" the r~peal. <br /> <br /> Respectfully, <br /> Elsie J.
