May 13, 1997 .1 3 <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager of the City of Portsmouth, Virginia be, and he hereby is, authorized to <br />convey all right, title and interest which the City of Portsmouth may have in and to <br />the eastern one half of Nashville Avenue which was closed by ordinance of the <br />Council of the City of Portsmouth numbered 1974-20, and of which it has been <br />conveyed the eastern one half by deed of James W. Backus, Receiver, dated April 7, <br />1997." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-147- <br /> <br />Adoption of.a motion to authorize the City Manager to acquire a portion <br />of the inactive Virginian Railroad right-of-way between Portsmouth and <br />Suffolk from the Norfolk Southern Corporation and to execute such <br />documents as may be necessary for the acquisition. This right-of-way <br />will provide property required to replace the aging Iow pressure water <br />transmission system, parts of which are over 110 years old: <br /> <br />Recommendation: <br /> <br />Adoption of a motion to authorize the City Manager to acquire a portion of the <br />inactive Virginian Railroad R-O-W between Portsmouth & Suffolk from the Norfolk <br />Southern Corporation and to execute such documents as may be necessary for <br />the acquisition. <br /> <br />Purpose and Need: <br /> <br />· Provides Portsmouth with a portion of the route required to replace its aging Iow <br /> pressure water transmission system, parts of which are over 110 years old. <br /> <br />Use of this inactive railroad right-of-way provides some distinct advantages for a <br />future pipeline route as it provides a clean corridor through the environmentally <br />sensitive Great Dismal Swamp portion of the proposed replacement pipeline <br />route. <br /> <br />Financial Impact: <br /> <br />· The cost of the right-of-way is as shown below: <br /> <br />Property = <br />Survey, legal, recording fees = <br />Total <br /> <br />$318,410 <br /> 7,000 <br />$325,410 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to authorize the city <br />Manager to acquire a portion of the inactive Virginian Railroad right-of-way between <br />Portsmouth and Suffolk from the Norfolk Southern Corporation and to execute such <br />documents as may be necessary for the acquisition, and was adopted by the <br />following vote: <br /> <br />Ayes: Berm, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />- NEW BUSINESS- <br /> <br />97 - 148 ~ Boards and Commissions <br /> <br />There were no appointments: <br /> <br /> <br />
