<br />Norfolk. The Committee organized itself to function, ~locting the N~n. B~L.Wcodward, Jr., N~yor cf the City
<br />Su~folk~ as its Chairman; and I was elected Secretary.
<br /> A question arose at'this meeting re~a~ding tt~e authority that the representatives had
<br />from their governing bodies to engage in an investigation of the feasibility of forming a Regional Plaguing Corn -
<br />mission. It was decided within the C~omm~t~e ~c pass a resolution r~questing from the governing bodies authority
<br />for the representatives to engage in an investigation of this sort and to draft a plan for the activities and du -
