This Committee held its first meeting on February 7th in Norfolk. The Committee organized itself to function, ~locting the N~n. B~L.Wcodward, Jr., N~yor cf the City Su~folk~ as its Chairman; and I was elected Secretary. A question arose at'this meeting re~a~ding tt~e authority that the representatives had from their governing bodies to engage in an investigation of the feasibility of forming a Regional Plaguing Corn - mission.
