March 8th, 1955, "The following inTermation of City Auto T~gs may be helpful in sho~ing that the sale of City tags and State tags in City, c~mpare favorably. The last number in the City series issued hy the state on February 21 was #177729. F~r the past month or m~re, the County series have been sold out and both County and City for this period have fl~en sold from the City series. The City series started wiih #16401, I have checked thru the first 2000 in city ser- ies and found fifty out of city care in this 2000. W.T.H.Galtiford requested te be relieved of the respon- sibility of Co-ordinator of Civil Defense for the City of P~rtsmouth, ¥irgi~iia. Gen. Galliford has served with- out compensation ss Co-ordinator since Civil Defense was re-activated in the City of Portsmouth and has done s wonderful job and I would llke to recommend that City Council adept a resolution "expressing their thanks and preciation te Gen. Gallifor~ for the Splendid work that he has accomplished. AS a result of the ~ffee~ of High-Yield Nuclear Explosions, it is new recommended by the Federal and State Civil Defense authorit-ies that cities in this ar~a sho~Id organize te evacuate. I have therefore appointed Herbert Simps~n~ a member ef the P~lice Deportment, as Director of the Youth 'Bureau and Junior PoliCe while he is engaged in organizing the Civil Defense evacuation plan. In order that Mr. Simpeon can t~ke time from h~s other dutiss to organize the Civil Defense Evacuation plan, it will be necessary to employ a clerk in his ~ffi~e.
