294

Ma7 loth. 1955.

except through sale of the land ~hich the City would h~ve had n~ ~eed~ and could act h~e used. It made no pro-
vision as to what might have been do~e with the existing municipal buildin~ and courthouse site. It was, of
course, none of the Housing Authoriky'S business. However, the present site on the northwest corner of High and
Court Sts. must have been some concern to City Council; yet the City~anager m~de no mention of it in his
report and recommendation of_ the Authority's plan.
It is almost inconceivable that City Council, the taxpayers, or any~responsibte
body would be misled into giving its approval to such an expansive and costly proposal, muck less give it a
second thought, or some similar plan that might emanate from the local Authority in the future, particularly mn
view of the more urgent and greater needs to "Keep Portsmouth Ahead". For govern~eny, local, state, or national
to take more land than it actually needs is not progress and is contrary to long established law.
The members of City Council rendered a distinct service io the people of Ports--
mouth by meeting the issue squarely at the last regular session and refusing to cause further delay and addi-
tional anxiety to those persons most concerned. Again, the Portsmouth Citizensv Protective League wishes to com-
mend City Council for its action. Especially, does the League wish to commend those councilmen who:v~ed to
reject the so-called Clvzc Center officially known as Project UR VA 4-1~ as no~ being in accord with or to
the best inZere~ts of Portsmeut .

On motion filed.

55-131 - The following commamicatio~s were read:i

'~The Bo~rd of Directors of the Portsmouth Chamber of
~o~.ly passed a motion to ~icate ~ the C~y of ~rt~outh as~ng th~ t~ take ~he ~e~sa~s~d~O
hold a refe~nd~ in t~ City of Po~th ~ t~ Ci~c Center.
