<br /> "Section 17-71 - License, Certificates Required.
<br /> It shall he unlawful for any person, firm or corporation, other than
<br /> corporatio~ licensed to do business as a bonding company in the State,
<br /> within t~e City~ r~execute or acknowledge any bail bond or recognizance
<br /> as he.rei~ defined as surety for compensation or othe~ thing deemed
<br /> valuable, at la~, without a license therefor, No such license shall
<br /> permit such person, firm or corporation to execute or acknowledge any
<br /> hail bend or recognizance in My co~t or before any justice within
<br /> the City u~ules-s and u~til the applicant for such license shall have
<br /> first obtained a certificate as required by Section 58-371.2 of the Code
<br /> of Virginia,
<br />
<br /> Section 17-77 - Penalties.
<br /> Any sur~executing any such bond for compensation, as herein defined,
<br /> either without the license as herein p~ovided for, or without obtaining ·
<br /> a certificate of ~ood characte~ as r~q~i_l~ed by Section 58-371.2 of the
<br /> Code of Virginia, 1950, shall, upon conviction thereof, he filled not
<br /> less than two hundred dollars and any such surety violating any of the
<br /> ~ other provisions of this Article upon ~onviction therefor for the first
<br /> offense, shal~ he fined nor less than twenty-fi~e dollars and,
<br /> conviction for a second or subsequent offense, shall be fined ~o~ le~s

<br />Council upon its decisive action and vote Tuesday, April 26, 1955, rejecting Project UR Va 4-1, submitted by
<br />the Recevelopmen~ and ~oUSing A~lthority.
<br /> The plan though seemingly offering a practical and an in~itingm~hod for the city to ob-
<br />ta~3a a new city hall, did ne such thing. It offered no mor~ than a site~ an e~essi~e a~oant of property ~o he
