James Hawks, 320 London Boulevard, spoke in support of the proposed use <br />permit application and requested review of the term "drinking place".. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Berm, to concur with the <br />recommendation of the Planning Commission that UP-97-17 be approved on first <br />reading, and was adopted by a vote of 6-1 (Pitts). <br /> <br />- UNFINISHED BUSINESS - <br /> <br />Consent Agenda <br /> <br />97- 157 -An amendment to the Comprehensive Plan, and a rezoning: <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to adopt the following <br />resolution and ordinance, approved on first reading at the May 27, 1997 Public <br />Hearing meeting, and was adopted by the following votes: <br /> <br />97-157 (a): <br /> <br /> "A RESOLUTION APPROVING AND ADOPTING AN AMENDMENt: TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, on July 11, 1989, <br />adopted a Comprehensive Plan, (CP-89-1), for the physical development of the <br />territory within the City; and <br /> <br /> WHEREAS, the Planning Commission, after notice and public headng, as <br />required by Article IV of Chapter 11 of Title 15.1 of the Code of Virginia, 1950, as <br />amended, has recommended that the Comprehensive Plan be amended to by <br />amending (1) the General Land Use Plan (Chapter 4) to add the following language: <br /> <br />4.10 <br /> <br />Borrow Pit <br /> <br /> The site should be used to satisfy the parks and oPen space deficiency as <br />identifies in the Open Space 2000 Plan. It lends itself to recreational projects <br />compatible to the wetlands environment. <br /> <br />4.17 <br /> <br /> Locations of parks and community facilities are covered in more detail in other <br />chapters of the Comprehensive Plan: however, the borrow pit site on Twin Pines <br />Road is proposed to satisfy the deficiency of recreational and open space in the <br />Churchland area.
