Holley I11, Vice Mayor Johnny M; Clemons. Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn III, Ronald W, Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a <br />Called Meeting on May 27, 1997; a Regular Meeting on May 27, 1997; and was <br />adopted by unammous vote. <br /> <br />97- 166 - Presentations: <br /> <br />· Presentation of a Key to the City to Miss Portsmouth Seawall Festival, Crystat <br /> Dawn Lewis. <br /> <br /> - PUBLIC HEARINGS - <br /> <br />97 - 167 - Public Hearing to receive views of the citizens within the Portsmouth <br />Public School Division pertaining to the appointment of a School Board member. <br /> <br />The name of Ray Smith, Sr. was submitted for nomination by Vice Mayor Clemons. <br />There were no speakers. <br /> <br />97 - 168 - Public hearing on a rezoning and use permits: <br /> <br />(a) Z-97-07 RIVER PARK NEIGHBORHOOD - Michael and Theresa <br /> Anderson request a rezoning from Commercial C-1 and <br /> Residential Single-Family RS-75 to Commercial C-2-K. <br /> <br />1. ,~1~Taylor, 200 High Street, provided information on the proposed rezoning <br />application. <br /> <br />2. Michael Anderson, 517 Weatherby Way, Suffolk, provided additional information <br />on the proposed rezoning application. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that Z-97-07 be approved on first <br />reading, and was adopted by a vote of 6-1 (Berm). <br /> <br />(b) U P-97-10 <br /> <br />DOWNTOWN NEIGHBORHOOD - Jamal and Alanna Smith <br />request a use permit to operate a residential care facility at 711 <br />Washington Street. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-97-10 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) UP-97-13 <br /> <br />DOWNTOWN NEIGHBORHOOD - Norman Malbon requests a <br />use permit to operate a beauty salon at 507 Middle Street. <br /> <br />1. L'Tanya Isabelle 507 Middle Street Mall, spoke in support of the proposed use <br />permit application. <br /> <br /> <br />
