.t ~6 JfJne 10. 1997 At a Regular Meeting of the City Council held on Tuesday, June 10. 1997. there were present: Mayor James W. Holley I11, Vice Mayor Johnny M; Clemons. Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, Ronald W, Massie, City Manager, G. Timothy Oksman, City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a Called Meeting on May 27, 1997; a Regular Meeting on May 27, 1997; and was adopted by unammous vote. 97- 166 - Presentations: · Presentation of a Key to the City to Miss Portsmouth Seawall Festival, Crystat Dawn Lewis. - PUBLIC HEARINGS - 97 - 167 - Public Hearing to receive views of the citizens within the Portsmouth Public School Division pertaining to the appointment of a School Board member. The name of Ray Smith, Sr. was submitted for nomination by Vice Mayor Clemons. There were no speakers. 97 - 168 - Public hearing on a rezoning and use permits: (a) Z-97-07 RIVER PARK NEIGHBORHOOD - Michael and Theresa Anderson request a rezoning from Commercial C-1 and Residential Single-Family RS-75 to Commercial C-2-K. 1. ,~1~Taylor, 200 High Street, provided information on the proposed rezoning application. 2. Michael Anderson, 517 Weatherby Way, Suffolk, provided additional information on the proposed rezoning application. Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission that Z-97-07 be approved on first reading, and was adopted by a vote of 6-1 (Berm). (b) U P-97-10 DOWNTOWN NEIGHBORHOOD - Jamal and Alanna Smith request a use permit to operate a residential care facility at 711 Washington Street. Motion by Mr. Clemons, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that UP-97-10 be approved on first reading, and was adopted by unanimous vote. (c) UP-97-13 DOWNTOWN NEIGHBORHOOD - Norman Malbon requests a use permit to operate a beauty salon at 507 Middle Street. 1. L'Tanya Isabelle 507 Middle Street Mall, spoke in support of the proposed use permit application.
