<br /> It was not my intention that this be'a public meeting since there would be nothing
<br />before the grou~ at this time to be discussed. The purpose in mind was that the meeting would give the City
<br />Council an oppo~r~nity to bring to the attention of the Portsmouth Representatives~-in t~e General Assembly, such
<br />legislation, if uny, that the Council desired enacted into law, such as amendment To City Charter or approval by
<br />the League of Virginia Municipalities Legi~Iatlve Program that the Council may desire te discuss with the Assem-
<br />blymen.

<br />un open meeting at which ~ti~e the public could be heard and the legislation could be discussed fully."
