Under the Housing Act of 195i certain responsibilities must he met by ~he Qity government before funds are made available for any urban renewal project. The reason f~or this 'is ol~;ious: the use of Federal funds for any slum clearance is wasteful unless the community t~kes steps to prevent other slum areas from developing. Therefore, the responsibility is placed upon the City lo_undertake positive programs (through the adoption, moderni- zation~ administration, ~and enforcemen~ of housing, zoning, building, and othe~ local laws, co~es and regullations relating to land use and adequate sta~ldards of health~ s~aitati0n: and safet3 for buildings, including the use and occupancy of H~lli~gs) for ~reventinE the spread or recurrence in the community of slums and hlight~d areas.
