<br />WHEIIEAS, it is the policy o~ the locality ~o eliminate substandard and other
<br />inadequate ~ho~sing, ~o prevent the spread of slums and blight, and to realize
<br />as soon as feasihl~ Ihs goal of a decent home in a suitable living environmen~
<br />for all of its citizens; and
<br />WHEREAS, under the previsions of the United States Housing Act of 1937, as
<br />amended, the Public HouSing Admi/kis~ration is authorized ~o provide financial
<br />assistance to loca~l public ~sing agencies for undertaking and carrying ~ouZ
<br />preliminary pLgnn~g of loW-rent housing projects that will assist in meeting
<br />this goal; and

<br />'Local Authority') is a public housing agency and is aDp!ying to the Public
<br />HousL~g Administration for a preliminary lear to cover the costs of surveys
<br />and planning in connection with the development of low-rent hoUsing;
