<br />~iinutes of previous meeting were read and approved.
<br />
<br />The following reports from the City Manager were read:

<br /> 55-310 - "I s~hmit the attached letter from A. E. Parker, City Collector and concur in the
<br />recommendation that a refund in the sum of $31.90~be made to B.E. Beale for
<br /> taxes
<br />
<br />Motion of Mr. Bilisoly that refund be granted was adopted.
<br />
<br /> ~ ~ 55-311 - "I submit the attached deeds, and instrument for the vacation of the re-cords concerning
<br />the closing of an alley between lass 561 and 582 on the east and 801 and 602 on the west on the plat o~ Port Nor-
<br />folk Investment Company, together with a deed dedicating to the City a five foot strip for the widening of Cam-
<br />bridge St. and re¢om~emd that the proper city authorities be authorized to sig~ these documents for and on Behalf
<br />of the City and that the City Clerk attest the same affix the city seal thereto."

<br />Motion of ~r. Hawks to refer to the City Attorney was adopted.
<br />
<br /> 55-312 - "I ha~e been requested by the Scho61 Board to recommend that $25,O00.0G from the Utili-
<br />ty Tax Fund be placed on first reading for the purpose of improvements at the Douglas Park School. I,am therefor~
<br />recommending that the above amount be placed on first reading."
<br />
<br /> Motion of Mr. Lawrence ~o place an appropriation of $25,000°00 from Utility Fund on
<br />first reading, was adopted.
<br />
<br /> 55-~I3 - "I subnnit the attached letter from J. J. Sopko, Building Inspecror, and recommend that
<br />an appropriation in th~ sum of $45.00~emade from which ~o refund the amount to Mrs. Ruth C.Revere."
<br />
<br /> Motion of Mr. Howard to appropriate $45.00 for said purpose was adopted.
<br />
<br /> 55-314 - "Prior to the . construction of the police headquarters building, the City Council auth-
<br />orized the purchase of all property within the block surrounded by North, Green and Grace Sts. Most of the proper
<br />ty was purchased burthen the Civic Center project was developed,~ it was determined'that the remainder of the pro-$
<br />perry could wait and he included in the Civic Center purchase with other properties ~ for that reason no furthe~
<br />effo~ was made to acquire the properzy at Police headquarzers.
<br /> At the present time, one property owner is in t~e act of doing considerable repairs to
<br />a building. I recor~nend that an appraisal he made of the b~lldin~ a1~d that the City purchase the remainder of
<br />all of the properties within the block referred to above.
<br /> There is a balance in the sum of $3~773.97 unexpended from the appropriation of funds
<br />for the purchase of properzy and the erection of the Police headquarte.rs building which can be used toward the
<br />cost of purchase o~ the property. There were sufficient funds to have purchased the entire proper~y, hut when the
<br />air conditioning was authorized a~ Police headquarters the fund w~s used to defray the cost of air conditi(ming."

<br /> Motion of Mr._J~oward that the City Manager have the property appraised and submit
<br />the Council the price and his recommendation, was adopted.

<br />The City Manager presented the following letter:
<br />
<br /> "We would like for you to consider at your meeting the advisability of the City of
<br />Portsmouth participating in the Tidewater Development Council. Moreover, that as a part of the decision, if in the
<br />affirmative, will be imposed the appropriation of $12,005.85 as a membership fee. We strongly urge that the Cit~
<br />of~ Portsmouth join with its fello~ communities in Tidewater in this jbint undertkking, which we feel will he of
<br />great benefit ~o all.
<br /> It has been proven many times over that in'the fields of economic, social and politi-
<br />cal pnr~i%m, ~ grea~er a~B~e~e~ent follows a unified effort as contra~ted to divergen~ endeavors. In the econ~
<br />omic~ sph~re,~.tl~e~u~e.s?.o~he.'Co~i~i~,~w~.~re to participate in this undertaking are irrevocably entwined,
<br />and if we are to go forward, it must he together.
<br /> Te date, the City of Norfolk has made its contribution in the amoun~ of $37,890.75;
<br />the County of Norfolk in the amount of $9,125.75; the T~wn bf Smithfield in the amount of $177.00; and the City
<br />of Suffolk in the amount of $1,850.85o These assessments were determined on a population basis. The ultimate
<br />success of this effort may largely be determined hy your decision in this maurer, and we hope you will share our
<br />opinion as hereinbefore set forth and will appropriate the necessary funds far our participation.
