Lee, Supt. of the Social Service <br />Bureau, concerning funds recovered from the estate of Marinda Clay 0AA #1~724. I recommend that the Council <br />approve the settlement as outlined in the letter. <br /> <br />Motion of Mr. Warren to concur in the recommendation of the City Manager, was <br /> <br />adopted. <br /> <br /> 56-29 - "I am;submitting th~ attached copy of a proposed amendment to the Elizabeth River <br />Tunnel Revenue Bond~ Act for your information and consideration." <br /> <br /> Motion of ~ir. Howard that our Representatives in the General Assembl~ he requested <br />~to have the Bill amended in accordance with the following chau~ges as recommended by the City Attorney, was adopted~ <br /> "(b) to issue revenue bonds of the Elizabeth River Tunnel District for the combined purpos~ <br /> of (i.)~ refunding the outstanding revenue bonds of the District, including any redemption <br /> premium thereon, which were issued for paying the cost of the~ existing project, (ii) paying <br /> the cost of such additional vehicular connection, including the cost of any bus facilities <br /> acquired by the Commission, and the cost of any extensions and improvements of the existing <br /> project, and (iii) making any payments to the Counly of Norfolk and the Cities of Norfolk <br /> and Portsmouth to extinguish the obligations of the District under the existing contracts <br /> with said County and said cities; <br /> (c) to fix and collect tolls and other charges for the use of such additional vehicular <br /> connection and the existing project; <br /> (d) to combine such additional vehicular connection and the existing~ project for financing <br /> purposes; and in the event of such combination the word "project" as used in this Act shall <br /> include the existing project and such additional vehicular connection; <br /> (e) to enter into new conmracts or agreements on behalf of the £~Dis~riet with the County <br /> of Norfolk and the cities of Norfolk and Portsmouth to provide fbr making payments to said <br /> County and said cities in full satisfaction of the obligations of the District under the <br /> existing agreements betwJeen the District and said County and said cities, such payments to <br /> be made from the proceeds ~ revenue bonds issued under the previsions o£ this Section, <br /> and to charge and collect tolls for the use of the projects; and " <br /> <br /> 56-30 - "I submit the attached letter from the League of Virginia Municipalities and <br />recommend that the Legislative Committee and all other members of CoUncil who are able no do so, attend this <br />hearing." <br /> <br /> Attached - "Public Hearing on~Aunexation - S.B~. ~2 Item 37 Annexation (Companion Bill in the Rouse, H.B.36,~ <br /> Item 51, Annexatien) is set fer public hearingby the Senate Committee on Counties, cities <br /> end ~owms, Thursday, Jan. 26th at 2:00P M. (The ~egislative Bulletin description of these <br /> Bills will reach yen early this coming week.) It ~ m~ under~t~anding that sometime previous to my employment as City Manager of the <br />_ City of Portsmouth, a policy was established whereby the City of Portsmouth would be its Workmen's~Compensation <br /> Insurance Carrier and that when a city e~loyee was injured it has been the policy of the City to pay hospital <br /> and Medical bills and continue the employee's salary a~ the regular salary schedule during his absence from work <br /> due to injury. You will observe from the attached.letter tha~ in cases where there is s permanen~ <br /> · njury the City is required to pay ~o the insured an additional sam ever and above his salary.
