<br />Motion of Mr. Howard to refer to the City Manager, was adopted.
<br /> The following reports from the City Manager were presented:
<br />
<br /> 56-2~- "At the last regular meeting of the Council held January 10th, 1956, you requested
<br />that I investigate and repor~ to Council the procedure the City is using for the inspection of new building con -
<br />structions.
<br /> For your information, I would like to call your attention to the following facts:
<br />
<br /> The Council adopted an ordinance providing a building code for the City of Ports -
<br />mouth and to provide penalties for its violation and to repeal all ordinances or pa~ts of ordinances in conflict
<br />therewith on May llth, 1948.
<br /> The Code p~ovides among many other procedures that there is hereby established in
<br />the Department of Public Works a dirision of building inspectio~ subject to the control and supervision of the
<br />Director of P~btic Works. The said division shall he in charge of the Building Inspector who is hereinafter re -
<br />ferred to in this Code as the Building official wllerever the words building department or department are u~ed in
<br />this Code, they shall mean the division of Building Inspection eaxcept where the eo~text clearly indicates a dif -
<br />ferent~ikg.
<br /> The Building Official shall have had at least five years practical experience as a
<br />contractor, builder, architect, ~n~ineer, building inspector ~ assistant building inspector.
<br /> The Code also sets forth the method for securing De/mu%ts ~nd provides for proper
<br />inspectio~ of the h~ildings.
<br /> In addition to the Buildin~ Code~ Section ~4-58 of the Co~e of the City of Portsmout
<br />1951 provides as follows: There ahaI1 he appointed Dy the City Manager an Inspector of Plu~lbing who shall be a
<br />first class s~nitary plumber or saD/tory engineer.
<br /> The CityMa~agermay, if he ~eeams it advisable, s~bject the appointee to an
<br />tiQn ~o deter~k%n~ his genera/ knowledge and qualifications pertaining ~9 the proper installation of pl%m~bing,
<br />and the Code provides the ne~essaryprocedures to follow to require permits and lnspec~ plumb~g.
<br /> Also Section ?-1 of the Code of the City of Portsmouth I951 provides that there
<br />shall be a department of Electrical Affairs ~o be known aa such which shall be under the supervision of the Super
<br />intendent of Electrical Affairs~ who shall be snbj~* tn and appointed by the City_~ager and who shall receive
<br />such salary as ~may be fixed by the City Council. The S~perintandent of Electrical affairs shall have full coal
<br />trol over all employees that may be employed in the departmealt. By virtue of his o~fice, he shall be head of the
<br />various branches of work in the dc~par~ment.
<br /> Section 7-10 of the Code re~d~ as follows: The Superintendent of Electrical Affairs
<br />or any person acting under his authority as an inspector shall inspec~ all electrical wiring for heat, light,power
<br />and apparatus used thereon.
<br /> Section 7-6 Prpvides that the Superintendent of El~ictrical Affairs may assig~ a
<br />qualified assist~ant in the department to the duties of electrical inspector who shall he known as such.
<br /> You will observe that there is under the present law, a division of authority in
<br />the three provisions for inspection of buildings or their component partp, plum~ing and electrical work.
<br /> With reference re recent inspections of buildings~ you will recall that on July 1~
<br />1955, the budget provide~l a salary for an Electrical Inspector. Upon recom~endati~u of the Director of Public
<br />Works asia provided hy City Code, ! appointed Jolm Sopko City Building ID~pector. Since it was necessary for
<br />Mr. Sopko to completo certain w6rk that be was doing for the Dlrecto~ of P~b~ic Works ~ the street paving pro -
<br />gram, ~lr. Sopko di~ not tkke over ~he position of B~ilding Inspector as such until Sept. 1, ~955. From that date
<br />until December.31, 1955, there were 266 pe~ts granted by the Building Inspector, 8 commercial buildings, 66
<br />dwe.lling~ 44 additions, 3I, alteratiens~ 39 garage.~, 14 s~gns~ lO. porches, patios,, etc., one scout cabin, ~ garage
<br />apartment s, 1 school 8 permits for wrecking buildings, 25 miscellaneous pe.rmits~ 3 carports and 14 permits for
<br />moving buildings.
<br /> The report indicates that the commercial buildings, dwellings and additions and
<br />garage apartments, were inspected. N0n~ of the 9ther structures were inspect~d."

<br /> Motion of ~Lr. Howard to refer zo the City Manager for further study and recommends-
<br />darien and that the City Council have a conference on this matter as soon as possible, was adopted.
<br />
<br /> 56-24 - "I submit the attached letter from W.T. Stove, Jr., Chairman of the Building eom -
<br />mit=ce of the Westh~ven Baptist Church and recommend tha~ the City participate in the cost of the curbs and gs~ --
<br />ters requested on the basis of 50% hy the Westhaven Baptist Church."

<br /> Motion of Mr. Baker to concur in the recommendation of the City Manager was adopte~.
<br />
<br /> 56-25 - "I submit the attached letter from Chief of the Fire Department and recommend
<br />that a conference be arranged to discuss the question of a more sound pension plan for the Fire ~u~ Police De -
<br />
<br /> Motion of Mr. Howard to refer to the City Manager to arrange ~ conference with the
<br />City Coumcil and the representatives of the Fire and Police Departments, was adopted. -
<br />
<br /> 56-~ - "I submit the attached eopi~ of the proposed Department of Public Welfare annual
<br />bndgst for the fiscal year ending June 30th, 1957 and recommend that it be approved and that the City ~ana~er'be
<br />authorized and directed to i~corporate it in the General Budget when it is prepared."
<br />
<br /> Motion of Mr. Bilisoly to concur in -mt~e recommendation of the City Manager, was
<br />adopted.
