Barclay, <br />City Attorney. <br /> <br />56-22 <br /> <br />The following Notice of Zoning Changes was read: <br /> <br /> "Pursnant to the.provisions of the Zoning Ordinance, notice is hereby given that a <br /> public hearing will be held at 7:30 P.M., on Tuesday, January 24th, 1956, in the <br /> Council Chamber, Municipal Building, Portsmouth, Virginia, for the purpose of alter- <br /> ing zones and reclassifying the following property: <br /> I. City of Portsmouth to rezone land fronting on the north <br /> side of Hig~ St., bounded ~n the west by E~ergreen Memorial Park Cemetery <br /> on the north by GlasgOW St. and on the east by Hamilton Ave. ~o '~' Com- <br /> mercial District. Delo~Ich to rezon~ ~0perty on the north side of Gaspers <br /> Road beginning 1~5 feet on the east side of Effingham, fro~ting <br /> 100 feet on Gosport Rosd and extending through ~o Argyl$ St., lots <br /> 10 through 17. Application to rezone from 'C' Two F~ly Dwelling <br /> District to 'G' Commercial District. <br /> <br />It is recommended that the above application be denied. No persons ap - <br />peered in opposition an th~ PlanninE Co~m~ ssien meeting. However, this <br />property is located in a residenzial neighborhood, the adjacent Imroperty <br />is residential and it is felt that the intrusion of $ commercial use here <br />would be detrimental no the neighborhood, and contrary to the intent of <br />the zoning ordinance. <br /> <br />3) <br /> <br />Julian R. N~mon ~o rezone the northeast corner, Louisa Ave. and <br />County St., block 141, lots 10--12--14-16-18-20--22 and 24, fronting <br />2~0 feet on County St., by approximately 85 feet deep..Application <br />to rezone from 'B' Single Fam/lyD~elling District to 'F' Local <br />Business District. <br /> <br />It is recommended that the above application be denied. A petition <br />signed hy thirty two residents of the area epposi/~g this change, is <br />submitted herewith. All of this section of County St., which has been <br />developed im~eSidential'in character. The property adjacen~ ~o the east <br />is now in am 'F' Local Business district, hut it is no~ in bushiness use. <br />In the open,on of the Planning Commission, the Masonic temple is a use <br />compatible to a residential neighborhood and the PlsBn~ug Commission <br />proposes to hold a hearing to consider rezoning the County S~. frontage <br />of the Temple from 'F' Lo=al Business District ~o 'B' Single Fsmuily <br />Dwelling, which~as the original zoning of this land." <br /> <br /> ~otien of Mr. Howard to concur in the recommendation of the Planning Comm~ ssion <br />in approving the application of the City of Portslaonth~ was adopted. <br /> <br /> Me, ion of kLr. Warren to concur in the recommendation of the Pla~ug Commission <br />in denying the application of Herolin S. Deloatch, Es~ adopted. <br /> <br />Mr. 0. E. Pinion, representing Mr. Julian R. Harmon, spoke for the approval of <br /> <br />Mr. Mar~on's application. <br /> <br /> Motion of]Hr. Bake'r ~o concur in the recommendation of the Plan~ing Commtission <br />in denying the application of Julian R. Harmon, was adept~d..f <br /> <br /> 56-23 - Mo~ion of Mr. Howard ~o suspend the ~ules to hear from the Portsmouth <br />TarsAseociation, was adopted. <br /> <br /> ~. T.
