May 8th~ 1956. <br /> <br />NEW BUSINESS <br /> <br />5S-144 - The following letter from the Planning Commission was read: <br /> <br /> "At a regular meeting of the Planning Commission, held on April 26th, 1956, attended <br />by B.C. Barclay, Consideration ws~rgiwen to Article XXIV of the Zoning Ordinance, Automobile Parking and Loading <br />Spaces. In view bf the difficulty in providing ~ff-street parking space in the case of new dwellings on plat- <br />ted lots 30 feet or leee in width the Planning Commission recommends 2hat the Article he amended by the addition <br />of the following paragraph: <br /> Off-street parking space shall not be required for any one-famiSy dwelling <br /> hereafter erected on a lot having a width of thirty (30) feet or less and <br /> of record at the time of the effective date of this article," <br /> <br /> Motion of Mr. Baker to place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO AMEND AND P~iORDAIN PARAGRAPH 2 OF SECTION 32-86 OF FAN ORDINANCE TO AMEND THE CODE OF THE CITY <br />OF PORTSMOUTH BY ADDING CHAPTER 32, RELA ING TO ZONING ARTICLE XX~g~ SECTIONS 32-84, 3~-85, 32~86, 32-8? and <br />32-88, RELATING TO PARKING SPACES AND LOADING SPACES" RELATING TOPARKiNG SPACECRE~UI~ED INDWELLING DISTRICT" <br /> <br /> Motion of Mr. Howard to refer to the Planning Commission the question of requirements fo] <br />bff-street parking for established churches desiring to expand their present facilities, was adopted. <br /> <br /> 56-145 - The following letter from the Planning Commission held on April 26, 1956, a draft of a <br />proposed amendment to the Zoning~ Ordinance in the form of an additional article to provide fo~ transitional dis- <br />trict regulations, was reviewed by the~ Planning Commission. The Planning Commission unanimously approved this <br />proposed amendment and recommends to City Council that it be put in the form of an ordinance and adopted. A copy <br />zs submitted herewith." <br /> <br /> Motion of Nit. Baker that a copy of this amendment be sent to each councilman to study and <br />that this amendment be 6onsidered at the next meeting of the Council; was adopted. <br /> <br />~3/~i 56-146 ~ The follbwing lett&rs from the Superint&ndent of Schools were read: <br /> <br /> "Th~ School Board has instructed me to request~the City to purchase, for use as pars of <br />the Ann St. School site, lots ll0 and lll with all buildings.thereon, as shown on Plate #42 of the Portsmouth City <br />Land Books and known, as 1417 'A' St., located at the southeast corner of Butler and ~A' St. This property can be <br />purchased for $11,500. and is owned by Vincnet J. and Phay W. Schools." <br /> <br /> "The S~hool Board has instructed me re request th~ City ~o purchase, for use as part of <br />the Ann St. School site, Iot~ #198 as listed on Plate #50 of the Portsmouth City Land books and known as 300 Butler <br />St. This proper~y can be purchased for $3,500. and is owned by ~so Irmentrude Davis. ~Ars. Davis was given permis~ <br />sion to move her house fro~ the site." <br /> <br /> Motiofl of Mr. Sm/th to place an a~p~opriatioh of $11,500;00 for the Schools' property <br />at 141? Street., and $3,500.00 for the Davis property ~t 300 Butler Street, from Utility Tax Fund on first read- <br />ing, was adopted. <br /> <br /> 56-147 - The following petition was read: <br /> <br /> "We, the undersigned, wish to protest the fact that the Portsmouth City Stadium has <br />been made unavailable to the Recreation Bureau for the purpose of playing Babe Ruth League Baseball 9for boys' <br />ages 13 to 15). Having been informed by Earl Agnor that a $35.00 fee per day has been established, and also hav- <br />ing been informed that operating on a limited budget makes it zmpossible to pay this fee and due to the fact that <br />existing facilitiee for playing baseball in this league:are totally inadequate, and due to the fact tlu~t there <br />will be no conflict with other events we ~r~ in agreement that this fee should be withdrawn and the Babe Ruth <br />League be allowed ~o play in the City Stadium. We f-Sol it is nos fair for a manager to give all his time to help <br />our youngsters to be better citizens and expect then to use his car to transport 15 boys to s playing field on the <br />other side of town, when we have a stadium in our dity that can~be used. <br /> <br />Signed - Busby J Davis, and numerous others." <br /> <br />Motion of Mr. Baker to suspend the rules to hear from Carl Creech and B.T. Da~isl <br /> <br />Mr. Creech and~r. Davis spoke for using the City Stadium for baseball games. <br /> <br />Motion ~fI~r.:Baker to,refer to the City Manager for iavestigation, wasJadopted. <br /> <br />56-148 - The following letter from Harold B. Tiffany was read: <br /> <br /> "I herewith tender~my~resignation as a member of the Portsmouth School Board. I have <br />moved outsice the City and am no longer eligible to remain on the Board. <br /> It has been a l~leasure for me ~o serve in this capacity for th~ pas~ ten years ahd all <br />my associations with the members on the Council~a~d the School Board~have been most pleasant. I shall always be <br />interested in the Portsmouth School System and:th~ advancemen~ or.the C%ty of Portsmouth." <br /> <br />Motion of Mr. Smith to accep~ Mr. Tiffany's resiguation was adopted. <br /> <br /> Motion of Mr. Smith to go into the election of a School Board member ~o fill the unex- <br />pired term of Mr. Tiffany, was adopted. <br /> <br />Mr. Smith nominated J. T. English. <br /> <br />Motion of Mr. Grimes that the.nominations b9 cl~s~d~ was adopted.. <br />Vote being taken, Mr. English was unanimously elected. <br /> <br /> <br />
