June 24.1997 <br /> <br />] 61 <br /> <br />97 -183 - <br /> <br />.Adoption of two: resolutions authorizing the City Attorney, or his <br /> designee, to acquire by eminent domain proceedings properties <br /> needed for redevelopment in the area of the Riddick Weaver School for <br /> the Ida Barbour Revitalization Project. <br /> <br />a) <br /> <br />Adoption of a resolution to acquire Plat 31 owned by <br />James and Mattie Lee Canady, their heirs and devisees <br />and/or parties unknown, said property being necessary <br />to promote the health, safety and welfare of the City and <br />its inhabitants. <br /> <br />b) <br /> <br />Reco__.___mmendation: <br /> <br />Adoption of a resolution to acquire Plat 33 owned by <br />Betty Ridley, her heirs and devisees and/or parties <br />unknown, said property being necessary to promote the <br />health, safety and welfare of the City and its inhabitants. <br /> <br />a) Adoption of a resolution authorizing the City Attorney or hiS designee to acquire <br /> by eminent domain Proceedings lot 3'1 on Tabb's Plat owned by James L <br /> Canady and Mattie Lee Canady, their heirs, and devisees and/or parties <br /> unknown. <br /> <br />b) Adoption of a resolution authorizing the City Attorney or his devisees to acquire <br /> by eminent domain proceedings lot 33 on Tabb's Plat owned by Betty Ridley, her <br /> heirs, and devisees and/or parties unknown. <br /> <br />Need: <br /> <br />These properties are needed for the redevelopment that is to take place in the <br />area of the Riddick Weaver School for the Ida Barbour Revitalization Project. <br />The owners of the properties cannot be located to acquire the property by other <br />means. <br /> <br />Financial Impact: <br /> <br />These properties are being acquired for the revitalization of Ida Barbour housing <br />community by PRHA, at which time it is envisioned that it will be added to the tax <br />rolls. <br /> <br />· PRHA is absorbing costs of acquisition. <br /> <br /> Motion by Mr, Martin, and seconded by Mr. Robinett, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY ATTORNEY, OR HIS <br />DESIGNEE, TO ACQUIRE BY EMINENT DOMAIN PROCEEDINGS PROPERTY <br />OWNED BY JAMES L. CANADY AND MATTIE LEE CANADY, THEIR HEIRS AND <br />DEVISEES AND/OR PARTIES UNKNOWN, SAID PROPERTY BEING <br />NECESSARY TO PROMOTE THE HEALTH, SAFE[TY AND WELFARE OF THE <br />CITY AND ITS INHABITANTS. ~. : . <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia has determined <br />that it is in the public interest to redevelop the area of the old Riddick-Weaver <br />School, and <br /> <br /> WHEREAS, the City has not been able tO acquire the property described <br />herein, which property !s necessary to the project, because the owners of said <br />property cannot be found so as to acquire said property by other means, and <br /> <br /> <br />
