.160 June 24. 1997 <br /> <br /> "AN ORDINANCE TO APPROPRIATE $1,500,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE CHURCHLAND BRIDGE." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-182- <br /> <br />Adoption of an ordinance to amend Chapter 24 of the City Code by <br />amending Sections 24-75 (a) and (c), and by enacting new Sections 24- <br />75 (e), (f) and (g) pertaining to concealed weapons permits. These <br />amendments are necessary to be in compliance with changes to the <br />Virginia State Code. <br /> <br />RECOMMENDATION: <br /> <br />Adoption of an ordinance to revise City Code Section 24-75, pertaining to <br />concealed weapon permits, to be ~n compliance with changes to Virginia State <br />Code Section 18.2-308. <br /> <br />PURPOSE AND NEED: <br /> <br />Effective July 1, 1997. Virginia State Code Section 18.2-308 pertaining to <br />concealed weapons and concealed weapon permits will be modified. <br /> <br />· City of Portsmouth Code Section 24-75 needs to be modified to be 'n compliance <br /> with the State Code These modifications include: <br /> <br />Extending the validity of a concealed weapon permit from 2 years to <br />5 years, <br /> <br />- Allowing retired law enfomement personnel to carry concealed <br /> firearms without the need for a concealed weapon permit. <br /> <br />Recognizing concealed weapon permits from other states and <br /> <br />- Adding certain restrictive conditions for each one of these criteria. <br /> <br />· -The FBI will not process fingerprint cards in the absence of a local ordinance <br />requiring concealed weapon permit applicants to submit to a fingerprint check. <br /> <br />FINANCIAL IMPACT: <br /> <br />· Currently, concealed weapon permits are valid for 2 years. The new State Code <br /> change extends the pedod from 2 to 5 years. <br /> <br />· The City will have to forward the FBI a portion of the fees collected for the <br /> purpose of processing fingerprint cards. <br /> <br />· Based on current permit application rates it is expected that revenue from this <br /> state-mandated change will result in a $10,000 annual decrease in fees collected. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. PittS. to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO REPEAL SECTION 24-75 AND TO ENACT A NEW <br />SECTION, NUMBERED SECTION 24-75.1.
