Department o~ <br />Transportation for the painting of two eastbound lanes and a portion of <br />the westbound lanes of the Churchland Bridge. <br /> <br />Recommend___~ation: <br /> <br />Adoption of an ordinance appropriating $1.5 million from the Capital <br />Improvements Fund and authorizing the City Manager to sign an agreement <br />between the City and the Virginia Department of Transportation for the project. <br /> <br />Purpose and Need: <br /> <br />Bids were received on April 8, 1997 for cleaning and painting of the ChUrchland <br />Bridge (two eastbound lanes and a portion of westbound lanes). This contract <br />is the second of two phases and will complete the work that was begun last year. <br /> <br />· Eastbound part of the bridge was built in 1974; westbound lanes were built in <br /> 1953. <br /> <br />· The high cost of this project is due to the presence of lead in the °Id paint Which <br /> must be sandblasted and contained. <br /> <br />This project will require restricting traffic on the bridge to one lane in each <br />direction. Work will be scheduled to reduce the impact on traffic as much as <br />possible. <br /> <br />· The contract time is 150 calendar days. <br /> <br />Financial Impact <br /> <br />· Base Bid (E. Caligari and Son, inc.) <br /> Miscellaneous Improvements <br /> <br />' $1,246,400 <br /> $ 253.60O <br /> <br />TOTAL $1,500,000. <br /> <br />· Funding Source: Federal STP* Funds~ $1.5 Million. <br /> 80% Federal, 20% State, 0% City Match <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br />
