June 24.19~7 <br /> <br /> ,: The property has been appraised for $3 400.00; and such sum as the Court <br />shall order as compe%ation shall be paid according to order of said Court." <br /> <br />Ayes: Berm, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97- 184 - <br /> <br />Adoption of a resolution in support of the Partners in Prevention <br />Initiative. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution in support of the Partners in Prevention Initiative. <br /> <br />Purpose and Need: <br /> <br />· The Partners in Prevention Initiative focuses on reducing non.marital births in <br /> Portsmouth. <br /> <br />· Between 1991 and 1995, Portsmouth was ranked sixth out of 136 Virginia <br /> communities in its numbers of non-marital births. <br /> <br />The Commonwealth of Virginia will provide technical and other forms of start up <br />assistance to any Virginia locality that officially partners with the State in <br />competition for the federal award, and the State proposes to distribute any federal <br />award Virginia receives directly to its Partners in Prevention. <br /> <br />A leadership team composed of representatives from the Portsmouth Health <br />Department, the Department of Social Services community agencies, and <br />citizens will present a plan to the State by July 1, 1997. The State will notify <br />localities that are selected to be "Partners" around mid-August. <br /> <br />Financial Impact: <br /> <br />· The State intends to distribute any federal incentive grant award to communities <br /> who partner with the State. <br /> <br />· Communities who become partners will be a able to use up to 2% of their Virginia <br /> Initiative for Employment not Welfare (VIEW) allocation to initiate programs. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />PORTSMOUTH, VIRGINIA IN SUPPORT OF THE PARTNERS IN PREVENTION <br />INITIATIVE OF THE COMMONWEALTH OF VIRGINIA. <br /> <br /> WHEREAS, the Federal government has allocated $100 million dollars in <br />each of Federal fiscal years 1999 through 2002 to be divided among the five states <br />that have most reduced out-of-wedlock births ig_ the previou~s two years without an <br />increase in the abortion rate; <br /> <br /> WHEREAS. the Commonwealth of Virginia has 'become the first state in the <br />nation to announce its candidacy for one of these Federal awards by supplying <br />~ncentives to local governments, service agencies, religious institutions, nonprofit <br />organizations and citizens to develop local solutions to the out-of-wedlock birth' <br />problem; <br /> <br /> WHEREAS. the Commonwealth of Virginia will provide technical and other <br />forms of startup assistance to any Virginia localities that officially partner with the <br />State in competition for the Federal award, and the State proposes to distribute any <br />Federal award Virginia receives directly to its Partners in Prevention. <br /> <br /> <br />
