June 24.1997 <br /> <br /> WHEREAS, a locality becomes a Partner in Prevention by adopting a formal <br />resolution of participation in the initiative and by submitting a plan, reflecting whole <br />community input, to reduce out-of-wedlock births locally; <br /> <br /> WHEREAS, the City of Portsmouth wishes to join other localities in the <br />Commonwealth in this important community objective; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Portsmouth is <br />authorized by the City Council to becOme a Partner in Prevention with the <br />Commonwealth of Virginia." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett; Holley <br />Nays: None <br /> <br />97-185- <br /> <br />Adoption of a motion ratifying a contract to purchase properties at 431, <br />433, 435, and 437 Jamestown Avenue from PRFT, Inc. for $210,360 <br />for the new L C. Norcom High School site. <br /> <br />1. J. Brewer Moore, 308 Bobby Jones DriVe, requested City Council reconsider the <br />proposed purchase of the Jamestown Avenue properties. <br /> <br />Recommendation: <br /> <br />· Approval of a motion ratifying a Contract to purchase properties at 431, <br /> 433, 435 and 437 Jamestown Avenue from PRFT, Inc. for $210,360. <br /> <br />Purpose and Need: <br /> <br />· These properties are among the few remaining privately owned parcels in the <br /> two City blocks assembled for the new 1. C. Norcom High School. <br /> <br />· Acquisition of these properties will provide greater buffering between school <br /> athletic activities and the neighborhood. <br /> <br />Because of a Council member's financial interest in the selling Corporation, the <br />City Attorney has recommended Council consideration of the purchase <br />agreement at a public meeting. <br /> <br />Financial Impact: <br /> <br />· Purchase price of $210,360 and site clearing costs will be funded from the <br /> Capital Improvement Program. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to ratify a contract to <br />purchase properties at 431,433, 435, and 437 Jamestown Avenue from PRFT. Inc. <br />for $210,360 for the new I. C. Norcom High School site, an(~ was adopted by the <br />following vote: <br /> <br />Ayes: Benn Griffin. Martin, Holley <br />Nays: Clemons.
