July 8, 1~97 <br /> <br />Pur~: <br /> <br />· The City of Portsmouth's Victim/Witness Program has received its annual grant <br /> from the Department of Criminal Justice Services. <br /> <br />· The funds will be used to provide direct services and assistance (other than <br /> compensation) to victims and witnesses of crime. <br /> <br />.1-(5 <br /> <br />Finan~: <br /> <br />· Department of Cdminal Justice Services - $239,641 <br /> <br />· No local match is required. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to transfer $239,641 for <br />the Victim/Witness Program, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-201- <br /> <br />Adoption of a motion transferring $197,000 from the Grants <br />Contingency Account for the Virginia Weed and Seed initiative. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion transferr ng $197,000 from the Grants Contingency Account <br /> for the Virginia Weed and Seed Initiative program. <br /> <br />Pur~: <br /> <br />· The City of Portsmouth was one of only five localities across the State to receive <br /> _ funding under the highly competitive Weed and Seed Initiative established by <br /> Governor Allen. <br /> <br />Weed and Seed funds will be used i~ Portsmouth to carry out a variety of <br />energetic law enforcement operations in the Shea Terrace - Park View - West <br />Park View neighborhoods. <br /> <br />In addition to drugs, truancy, and curfew patrols; the Police Department will <br />coordinate the hiring of support personnel for other partnering agencies in this <br />endeavor. Those agencies are the Portsmouth Public Schools, Portsmouth <br />Social Services, Probation and Parole, and Domestic Relations Court Services. <br /> <br />Activities funded under Weed and Seed are designed to target violent offenders <br />and drug dealers in order to remove them from the streets, to apprehend truants <br />and curfew violators and refer them to the appropriate agency for corrective <br />action, and to provide the residents with access to the multiple programs offered <br />through Social Services. <br /> <br />Financial Im ,act: <br /> <br />· The total budget for this program is $197,000, itemized as listed below.
