July 8. 1~97 .-::173 <br /> <br /> WHERE~S, this Council is cognizant of the conditions thatare imposed by the <br />provisions of the HOusing and cOmmunity Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, creed, sex or <br />national origin, or handicap or familial status; and <br /> <br /> WHEREAS, this Council has held a public hearing regarding the Amendment <br />after proper Notice; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and <br />its inhabitants that the said Amendment be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia; <br /> <br />1. That it is hereby found: <br /> <br /> (a) That the objectives of the Mount Hermon Conservation and <br />RedeVelopment Project, Portsmouth, Virginia, can be better achieved by the <br />adoption of said Amendment to the Plan. <br /> <br /> (b) That Amendment No. VII of the Plan meets the requirements of a.plan for <br />a conservation and redevelopment project pursuant to Chapter 1 of Title 36 of the <br />Code of Virginia, 1950, as amended; and <br /> <br /> 2. That Amendment No. VII to the Plan, having been duly reviewed and <br />considered, is hereby approved and adopted, and the City Clerk is hereby directed to <br />file a copy of said Amendment with the minutes of this meeting, and to certify a true <br />copy of said Amendment for recordation among the land records of the Clerk's Office <br />of the Circuit Court of the City of Portsmouth, Virginia." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-198- <br /> <br />Adoption of a motion transferring $151,270 from the Grants <br />Contingency Fund to support the Portsmouth Community Corrections <br />Program. <br /> <br />Recommendatio___.Q: <br /> <br />· Adoption of a motion transferring $151,270 from the Grants Contingency <br /> Account to support the Portsmouth Community Corrections Program. <br /> <br />~Need: <br /> <br />The Department of Criminal Justice Services has made available $151,270 in <br />State General Funds to provide this program locally. <br /> <br />The Community Corrections provides a comprehensive array of alternative <br />sanctions to the local courts. These services are alternatives to incarceration in <br />the City jail. Services include: probation, community services, restitution, <br />substance abuse assessment, testing, and treatment, anger management <br />educational, financial responsibility, educational services, and record check <br />reports. <br /> <br />Community corrections provided services to three hundred and forty-three (343) <br />new offenders between July 1, 1996 and April 30, 1997. In cases closed during <br />that same time period, the program achieved its court-ordered objectives eighty <br />(80%) percent of the time. <br /> <br />Finan~: <br /> <br />· No local match is required. <br /> <br /> <br />
