November 13th, 1956. <br /> <br /> Attached - "On July 6, 1956, Anne L. and Rapm~ond Friedrick, living at 10 Chowan Drive, purchased <br />city auto 'license, sheet #13769, Tag #12274, paying SlO.50 for same. The facts are thaz Mr. and Mrs. Friederick <br />had just moved re this locality and thought Chowan Drive was in the ~iry and hav~ only now found out ihat it is <br />in Norfolk County and they do n~ need a city tag. They have now applied for a refund. Please authorize <br />refund of $10.50 subject to their returning license plate re this office." <br /> <br />on peddlers." <br /> <br />Motion of ~Lr. Smith that refund be grouted, was adopted. <br /> <br />56-331 - "It is in order to.consider the reques~ of E.B. Kline to consider licenses <br /> <br /> Mr. Kline spoke in reference to appearing before the Council at the J~ 8~h meeting <br />relative to peddlers' licenses in ~the ~City of Portsmouth. <br /> <br /> 56-332 - "I submit a report from the Department of Highways on City Park Bridge." <br /> <br /> '~ Motion of ~ir. Scott to defer until a later date, for further i~uformation, was adopted. <br /> <br /> 56-333 - "I submi~ a resolution authorizing the proper city officials to execute an <br />agreement between the Atlantic Coas~ Line Railroad Company and the City of Portsmouth for water line crossing <br />Railroad property near Suffolk, Va.,'and recommend thaz the Resolution he adopted. Ialso submit an agreement <br />b6tween the Atlantic and Danville Railroad aud recommend proper city officials he authorized to sign.the ~agree- <br /> <br />On motion of Mr. Scott, the following resolutio~ was adopted: <br /> <br />"Be it Resolved by the City Council of the City of Portsmouth, Virginia, in regular <br />meezing assemJ01e~, 31hat the Mayor of said City be, and he .hereby is, authorized to <br />enter into an agreement with the Atlantic Coast Line Railroad Company, and to sign <br />same on behalf of said City, whereby the said .Railroad Company gives and grants <br />unto the City of Portsmouth, Virginia, the night to lay and maintain, for the pur- <br />pose of conducting water, a line of 8 inch cast iron pipe across the right of way and <br />underneath the Railroad Company's Rocky Mount-Norfolk main track, near Suffolk, Vir- <br />ginia, at a p~ht 312 feet southwardly, measured along the cente~ line of said main <br />track, from mile post B-21?; as particularly described in said agreement, which agree- <br />ment is dated October 10,1956." <br /> <br />On motion of Mr. Scott, the following resolution was adopted: <br /> <br />"Be it Resolved by the City Council of the City of Portsmouth, <br />Virginia, in regular mession assembled, that the Mayor, of said City <br />be, and he hereby is, authorized ~o enter into an agreement with <br />the Atlantic andDanville Railway company and.to sign same on behalf of <br />said City~ whereby the said Railway Company gives in grants unto the <br />~City of Portsmouth,Virginia, right ~o lay and maintain for the purpose <br />of conducting wa~er, a line of eight inch cas~ iron pipe across the <br />right.of way,and underneath the Railroad Company's Danville ~d ~est <br />Norfolk track, at or near Suffol~ Virginia, at Mile Post 17 minus <br /> 591 feet~ as particularly described in said agreement, which agreement <br /> is dated November 13th,.1956." <br /> <br /> 56-334 - "I recommend that the Code of the City of Portsmouth be amended re provide <br />for the installation of parking mezers as outlined on the attached memorandum." <br /> <br /> Motion of ~Lr. Kirby ~o refer to the City.Attorney to draw a proper ordi~ee, was adopted <br /> <br /> 56-335 - "I am reporting thatthe committee named to prepare and submit a minimamH~s-- <br />lng Code, me~ and organized and each member of the CommV~tee was assigned a duty re perform and that a meeting <br />has been set fmr Tllesday, November 20th, 1956, at which time the Committee will report and the work of preparing <br />the Code willbe continued as rapidly as conditions will permit." <br /> <br /> On motion filed. <br /> <br /> 56-336 - "I am reporting that I have received another proposal from a firm in Chicago <br />to make the Administration Study that was authorized ar a previous Council meeting. The cost of their proposal <br />is considerably more than the onereported at a previous meeting. <br /> I have written Dr. Weldon Cooper who heads the Bureau of Public 3~m~uistration <br />at the University of Virginia, requesting that he advise me if his department could make such a survey and, if <br />so, approximately what it would cost the City. I have no~ received a reply to my letter to Dr. Cooper. <br /> I have also written to a similar group connected with the International City <br />Managers' Association in Chicago, that do similar work, but have nor received a reply from them." <br /> <br />On motion filed. <br /> <br /> 56-337 - "You referred re me a letter from the Clerks of the Hustings Court and Circuit <br /> Court'of the City of Portsmouth, concerning their salaries. <br /> At the present time, I do no~ feel that I can justify recommending a higher <br /> salary for the Clerks 'of these two ~ourts than the Judge of the Civil and Polfc6 Court and Juvenile and I~6~estic <br /> Relations Court is receiving~ and also the other ~eparl~ment Heads. <br /> <br /> · ~I realized~that ~here should be s~ adjustment in the salaries and under the new~ <br />salary scale, if approved by City Council, will provide for a $300.00 ~nnual in~reaae in the salaries of the De- <br /> <br /> <br />
