G.~V~SS, City Manager, sad R.C.Barclay. <br /> City Attorney. <br /> <br /> Minutes of previO~s meeting were read and approved. <br /> The following reports from the City M~nager were read: <br /> 56--326 -- "I am submitting the report of the Planning commission on the sale of propertY. <br />adjm~ent to the Murro Chemical Company, and recommending that the Conncil concur in the recommendation of the Plan. <br />nine Com~ ssion. Attached - "This refers to the matter of the sale of certain City land adjacent to the ~urro <br /> Chemical Company. This matter was referred By City Council to the Planning Commission <br /> for a recommendation. <br /> At a regular meeting held on November i, 1956, the Planning Commission voted to <br /> recommend that a tract of land east of the Belt Line Railroad and B~nth of the Murro <br /> Chemical Company, approximately 350 feet by S0 feet be mede available for sale. The <br /> sale of ~ach land will not interfere with the right of way required for future highway <br /> construction no~ will it encroach on the present recreation area at~ Dale Field.Easement~' <br /> should he provided for any utility lines which may he in place. It is recommended <br /> - that a boundary sarvey of the land be submitted to the Planning office before the sale <br /> is consummated. <br /> <br /> Motion of NLr. Hinton to concur in the~ recommendation of the Pla~nin~ Commission and <br /> that the City Manager be authorized to advertise the property for sale, was adopted. <br /> 5g-~7 - "I am submitting a report of the Plannin~ Commission on the lease of property <br /> a~ the junctio~u ef Seabeard and Belt Line Railroad. I was not present at the Planni~ Cow~ssion meetin~ at which <br /> time action was taken on. this m~tter; however, I do not recommend that the C~'ty lease this property at this time. <br /> As you will observe by the report of the Planning Commission, the property <br /> lies within the possible boundary of the proposed limited access Highway between Bowers Hill and the City of <br /> mouth and I have remsons to believe that the Highway Department and the Bureau of Public Roads will undoubtedly <br /> want to start cOnStruction on this project prior to the end of a two year lease." <br /> <br /> Attached - "This is written in reference to the sale er lease of a tract of land of about <br /> 5 acres, being a portion of the land ownedlby the City near the ,junctiOn of the <br /> Seaboard Airline Railroad and the connecting tract into the Belt Line. This matter <br /> has been referred by City council tO the Planning Commission for recommendation. <br /> At a regular meeting held on No~vember l, 1956, the Planning Commission voted to <br /> ~ecommend to City Council that the sub.Jeer land not' be offered for sale, but that <br /> it may be leased under snch terms that eventual use for highway or municipal use will <br /> not be impaired. This land is situated in the path of the p~oposed Federal expressway <br /> for which the detailed design is not ye~ available." <br /> <br />Motion of N~r. Baker to snspend the rules ~o hear from W.H. Oas. i, Jr., was adopted. <br /> <br />~ir. Oast spoke for the leasing of the property under the terms recommended by the <br /> <br />Planning Commission. <br /> <br />Mr. Richard Davis spoke againsz the leasing of the property. <br /> <br /> Motion of Mr. Kirby that the City offer the land for lease at public auction under such <br />conditions as may be recommended by the City Manager, City Attorney and Pl~uning Commission, was adopted. <br /> <br /> 56-328 - "It is in order to appoint a real estate assessor and fix a salary for the <br />position. You have before you a list of several candidates for the position with their qualifications and exper- <br />ience outlmned. <br /> <br /> ~%otion of Mr. Kirby to go into the appointment of a rea/ estate assessor, and fixing a <br />salary for the position, was adopted. <br /> <br />Mr. Hinton nominated Lonnie M. Pope. <br /> <br />Motion of Mr. Kirby that nominations be closed, was adopted. <br /> <br />Vote being taken, Mr. Pope was unanimously elected. <br /> <br /> Motion of Mr. Minton that the Council approve the salary of $9,000.00 per annum, was <br />adopted. <br /> Mr. Kirby presented a resolution relative ~o the permanent assessor~ and his motion <br />that it be tabled until the next regular meeting of the City Council, was adopted. <br /> <br />Motion of Mr. Smith to suspend the rules ~o hear from Irvin Cohen was adopted. <br /> <br />Mr. Cohen spoke commending the Council on the action concerning the appointment of a <br /> <br /> 56-329 - "~ submit the antached lease between the American Brakeshoe Company and the <br />City of Portsmouth~~ and recommend that the proper city officials be ~uthorized to execute the same." <br /> Motion of M/'. Hinton that the proper city officials be authorized to sign the lease,was <br />adopted. <br /> <br />5~-330 - "I am reporting on a letter from A.E. Parker re@om~nding a refund of license <br /> <br /> <br />
