November 2gth, 1956. <br /> <br /> 56-356 - "I rec~mend an appropriation mn the sum of $233.31 be placed on its first <br />reading for the purpose of paying the City's portion of rent for Provation offices for the City courts. This <br />appropriation has been made necessary due to the fact that we have requested that the Probation offices be <br />removed from the old Telephone Building in order that we may zransfer the Department of Public Works to the <br />offices now occupied by the-Probation offices." <br /> <br />Motion of Mr. Scott to place an appropriation of $233.31 for said purpose on first read <br /> <br />ing, was adopted. <br /> <br /> 56-357 - "I recommend an appropriation in the sum of $10,000.00 be placed on its first <br />reading for the purpose of defrayzng annexation expenses." <br /> <br />reading was adopted, <br /> <br />Motion of M~r. Kirby to place an appropriation of $10,000.00 for said purpose on first <br /> <br /> 56-358 - "I submit the proposed amendment to the parking meter ordinance and recommend <br />that it be placed on first reading." <br /> <br /> Motion of Mr. Scott to place the following ordinance on first reading, was adopted: <br /> <br /> "AK ORDINANCE TO ANEND AND RE- ORDAIN SECTION 30-145 OF THE CODE OF THE CITY OF <br /> PORTSMOUTH, 1951, RELATING TO DESIGNATION OF PARKING METER ZONES." <br /> <br /> 56-359 - "The question of the matter concerning the moving of second hand demountable <br />houses has been given considerable study by the City Attorney,Direc~r of Public Works, Building Inspector <br />and myself. We have not reached a conclusion as to how the Building Code and Zoning Ordinance can be amended <br />~o regulate the question of moving bourses of varous types including demountable as well as other matters per- <br />raining to the Bdilding Code. <br /> I am reporting that I have appointed B.a. Trant, a resident of the City cf <br />Portsmouth as Building Inspector and I propose to set up a Bureau to be known as the Bureau of Building In - <br />spections with Mr. Trant as head of the BUreau and Chief Inspector. He will require one asszstant Building <br />Inspector and a clerk-typist. I am also transferring the ~inspection of Plumbing ~o this Department and the <br />inspection of Electrical installations. I have reached the conclusion that it wilt be to the best interests <br />of ~he City and everyone concerned to consolidate the Bureaus as outlined above.The head of the Bureau will <br />report direct to the City Manager for the time being. It will be necessary to amend some sections of the <br />Building Code and perhaps some sections of the City Code particularly-the Chapter co~faining the Zoning <br />ordinance.We shall make every effort to have the amendments p~epared to presenz to the Council not later than <br />the date tha~ we expec~ to present the minimum Housing Code for your consideration. <br /> <br />Motion of Mr. Hinton To suspend the rules to'hear from H.O. Fishel, was adopted. <br /> <br /> Mr. Fishel and Leonard Karp and numerous others spoke for the removal of the stop orders <br />to permit demountable homes to he moved into the City. <br /> <br /> Motion of Mr. Scott that the restricti(~ on building permits for demountable homes be <br />rescinded and that permission be granted, u~on request, for construction of demountable homes on lots not <br />less than fifty feet in width and that the Building Inspector be instructed to enforce the Building Code <br />on the construction of ~hese homes in the City, to the letter, was ~dopted. <br /> <br />traffic re~lations, <br />following vote: <br /> <br />Irt~FiNISHED BUS INESS - <br /> <br />56-328 - <br /> <br />The following resolution, laid on table at last meeting, was taken up and read: <br /> <br />"WHEREAS, the Council of the City of Portsmouth has, by ordinance, <br />created and established the office of permanent assessor for the <br />City, with certain duly set forth obligations and responsibilities <br />apertinent thereto; and <br />WHEREAS, this office is a new and important one for the future <br />welfare of the City of Portsmouth and all its freeholding citizenry; <br />and <br />WHEREAS, the full potential to the City of Portsmouth of the perma- <br />nent assessor can not be realized withou~ the full assistance and <br />co-operation of the entire city government, <br />NOW, THEREFORE, BE IT RESOLVED and made a matter of public record <br />that this Council of the City of Portsmouth will, in full measure, <br />render to the permanent assessor any assistance and co-operation which <br />it may, from time ~o time, be called upon for, and wh~h it may deem <br />to be most expedient for the City; but however, <br />BE ITZFURTHER RESOLVED that this Council of the City of Portsmouth <br />shall not, nor shall any of its members, singly or in groups, in any <br />fashion or manner, by any action or reques~ or conversation, ac~ ~o <br />influence the permanent assessor in any of the assessments originating <br />in his office or under responsibility, excepv in public meeting gathered." <br /> <br /> On motion of Mr. Kirby, said resolution was adopted. <br /> <br />56-341 ~n appropriation of $40,000.00 to. purchase necessary equipment to place in effe%t <br />placed on first reading a~ last meeting, was taken up. <br /> <br />Motion of Mr. Scott to appropriate $40,000.00 for said purpose~ was adopted and by the <br /> <br />Ayes: Bartlett, Hinton, Kirby, Scott, Smit~h, Weiseman <br />Nays: None <br /> <br /> <br />
