Vass, City M~uaEer, and R~C. ~arclay,City A~Drney. <br /> <br />The meeting was opened with pr~yer by Mr. Weiseman. <br /> <br />56-354'- The following Notice of Zoning Changes was read: <br /> <br /> "Pur~ant to the provisions of the Zoning Ordinance, notice is hereby given ~ha~ a I <br />public hearing wilt be held at 7:30 P.M., on Tuesday, November 27th, 1956, in the Council Chamber, Municipal Build~ <br />ing, Portsmouth, Virginia, on the following zoning applications: <br /> 1. W. Haywood said A.D. Stowe to rezone propersy located on the south <br />side of King St., commencing 30 feet east of Rodman A e., fronting 6~ feet on <br />King St., by 108.5 feet deep; 10ts 19 and 21, block 143. Application to rezone <br />from 'C' Two Family Dwelling District re 'E-i' Transitional District. <br /> <br />It is recommended that the following petitions be denied: <br /> <br />R.M. Epstein and I. W.J. Moody, representing J.W. Haywood and A.D. Stowe spoke for the rezoning of their <br /> <br />property. <br /> <br />W.L. Bunch presented petitions against the rezoning and numerous others spoke. <br /> <br /> Motion of Mr. Weiseman not ~o approve the recommendation of the Planning Commission, <br />was adopted. <br /> Mt. Smith voting 'No'. <br /> <br />property. <br /> <br />J~mes Overton, representing R.~. Epstein and I. Levin, spoke for the rezoning of their <br />Numerous people spoke against the rezoning. <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the Planning Commission not <br />to approve this application was adopted. <br /> <br /> 3. NLr. Parsons and Mr. Snitzer spoke against the application of James S. Wilkins. <br /> <br /> ~otion of ~ir. Einton to concur in the recommendation of the Planning Commission not ~o <br />approve the application of James S. Wilkins, was adopted. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 56-355 "I submit the attached letter from A.E. Parker and concur in the recommenda- <br />tion that a refund in the sum of $2,016.64 for taxes paid in error, be made, and that an appropriation in the <br />above amount be placed on its first reading." <br /> <br /> Attached - "Prior re 1956, the Portsmouth Transit Company has been assessed bp the State Corpora- <br />tion Commission. In June, as provided by law, I billed them on the 1955 Corporation Commission assessment, and <br />on June 26th, they paid $2,0t6.64. I was not informed that any clian~e had been made in method of their asseas- <br />merit until I received the Corporation Commission report and they were left off. They have been assessed on the <br />land book for 1956 for $916.44 and the personal property book for $3,720.61. They are paying this amount of <br />$4,637.05 and I request that you have a check drown for $2,016.64 paid under my billing ~n June, which was in <br />error due to change from the billing by the CorporatiOn Commission." <br /> <br />Motion of Mr. Kirby ~o place an appropriation of $2~016.64 for said purpose; on £irst <br /> <br />reading, was adopted. <br /> <br /> <br />
