<br />to a resolution adopted at its regular meeting October 23~d, 1956, did, on the llth day of November, 1956, convene
<br />in the area set forth in the resolution and examine the premises and the streets proposed to be closed.
<br />
<br /> It is the opinion of the viewers that little~ if any, inconvenience will be caused ~o
<br />t~e public, in the discontinuance and vacation of the streets as set forth in the resolution, and that any incon -
<br />veniencewill be greatly outweighed hy the factors favoring such vacation for the £ollov&ng reasons:.
<br />
<br /> (1) That angular intersections of the old platted streets would create serious traffic
<br /> hazards~on this express highway.
<br /> (2) That the continuance of such intersecting streets would necessitate many traffic controls
<br /> on both 17-Aand on Airline Turnpike as the only mode of cutting do~m the accident ratio,
<br /> and that such traffic controls would no~ only De expensive, but would impede the free flow
<br /> of traffic.
<br /> (3) That the new highway as constructed gives ample service for the area affected.
<br /> (4) ~kat Hamilton Ave. wilt be opened as an arterial~North-South road as parz of the final
<br /> plan and will provide an ample North-South traffic artery in the area.
<br /> (5) That most of the streets set forth in the petition have never been cut through on the ground,
<br /> none of them have been hard-surfaced; and will ~ot be necessary in the number as planned in
<br /> 1900 when the area was essentially a residential subdivision.
<br />

<br />Motion of Mr. Smith that the reports of the viewers be received, was adopted.

<br /> 57-4 - "I recommen~ that the sum of $400,000.00 from the Utility Tax Fund, Be.pladed ~n £ir~
<br />reading, for the purpose of defraying the ces~ of constructing school buildings within the City limits of Ports-
<br />mouth, Virginia. This money is available at this time."
<br />
<br /> Motion of Mr. Kirby to place an appropriation of~$400,000.00 from Utility Tax Funds,
<br />for said purpose, on first.reading, was adopted.
<br />
<br /> 57-5 - "I have had a survey made of the use of Cab stands designated as such on High St., west
<br />of Court Street. There now exists four spaces and t am recommen~ing~that the number of spaces be reduced from four
<br />to ~wo. I am confident that two spaces will take care of the needs for cabs ~t this location." ~

<br /> Motion of Mt. Scott to concur in the reco~m~endation of the City Manager, was adopted.
<br />
<br /> 57-6 - "I am submitting to each of you a report on special appropriations made by the City
<br /> Council since Sept. 1st, 1956. The sum of $40,000.00 has been appropriated for the purpose of purchasing the
<br /> equipment and signs necessary to put the Traffic Control xn operation.
<br /> *The~sum of $25,000.00 for the purpose of buying equipment in connection with land-£il~
<br /> to dispose of trash and rubbish~
<br />
<br /> ~$16,800.00 for the International Naval Review.
<br /> .I am of the opinion '~hat the additional business that will accrue to the dealers in
<br /> the City of Portsmouth, Virginia, during the year 1957 from the large number of visitors in this area, will com-
<br /> pensate the City in additional license taxes in the amoun~ appropriated. $10,000.00 appropriated for the Tidewater
<br /> HistOrical Drama, which appropriation was made with the understanding that it was an advance to this H~storical
<br /> Group and would be refunded.when ~he revenues from the program were such that the £unds could be made available.
<br /> $10,000.00 for Annexation is in connection with our Annexation Case and approximately
<br /> $6,000.00 of this amount was carried over from a previous appropriation and not spent during the-fiscal year
<br /> ending June 30, 1956.
<br /> $2~016.64 is refund of taxes to'the Portsmouth Transit Company assessed in error. I
<br />-trust~that this explanation is satisfactory."

<br /> 57-7 - "I am reporting that thSre are a~ailable~Federal funds for planning public £acilities
<br />and recommend that the City authorize and direct the City Manager to apply for such funds_and to enter into an
<br />agreement with a competent architectural and engineering firm to prepare plans and£ile such applications for
<br />Public Works Projects that the COuncil may direct."

<br /> Motion of Mr. Smith to refer this matter back to the City Manager, with instructions
<br />to inform the Council as to the amount of office space, floor space, etd. required for a new Municipal Building,
