<br />a conference of {he committee with the City Council for the promotion of Merrimac SPark..
<br /> The conference was se~ for Friday, January 1Sth, az 8:00 o'clock P.M.

<br /> 57-2 - 'ti submit the attached deed conveying ro the City of Portsmouth a certain
<br />tract or parcel of ground on which is located a Recreation building az the Douglas Park Housing project. The I
<br />property is being presented to the City of portsmouth by the Beazley Foundation to be used for recreational
<br />purposes. I recommend tha't the City accept the property and express the sine'ere appreciation of the City of
<br />portsmouth for this gm t.

<br /> Motion of Mr. Kirby ro concur in the recommendation of the CityManager,was adopted.

<br /> 57-3 - "It is in order ro receive 'the report of the viewers on closing certain
<br />streets on petition of Construction Associates. I recommend that such a repor~ be received."
<br />
<br /> "Having been appointed a viewer in the proposed closing of certain streets in the
<br />City and after hsvingvi~wed these streets and the su3~ounding areas, I have reached the following opinions:
<br /> 1. Inconvenience which might result from the vacation and discontinuance of Clifford
<br /> and Bart Sis., is not readily apparent. At present these dedicated rights of way
<br /> do nor serve as thoroughfares, connecting roads or access roads, nor is such use
<br /> anticipated.
<br /> 2. The vacation and discontinuance of Vermont Ave. would result in inconvenience to
<br /> operators of commercial establishments adjacent to Vermont Avenue. Among the free-
<br /> holders and/or opera~ors so affected are the following: Rodman'~ Drive-In, Colonial
<br /> Stores, Rodman's Shopping Center, Bnchanan's Used Car Ldt, Bob's Radio & TV, the
<br /> Silver S~ipper and others~ Closing this street will prohibit direct access from
<br /> Ronte 17A to the establishments mentioned above. While the degree of inconvenience
<br /> can nor be accurately estimated az the present time, deflection of traffic into a
<br /> circuitous routing ro these establishments will tend to lessen the competitive
<br /> potential of several long established businesses.
<br /> If a recommendation is expected in this matter, I would recommend vacation and dis-
<br /> retainC°ntinuanceits present°f Cliffordstatusandquo.Bart Sts., only. I would also recommend that Vermont Ave.
