<br />the City Collector and the City Auditor that the attached Bond ordinance be placed on first reading. (For the
<br />information of Council aT this time, it provides fbr~the issuing of $2,200,000.00 School Improvement Bonds To be
<br />dated April l, 1957, and offered for sale on March 12, 1957)."

<br />Motion of Mr. Kirby to place the following ordinance on first reading, was adopted:

<br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF TWO MILLION, TWO HUNDRED THOUSAND DOLLARS
<br />OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS SCHOOL BONDS, FOR THE
<br />PURPOSE OF ERECTING PUBLIC SCHOOL BUILDINGS IN THE SAID CITY~4AKING PROVISION FOR THE
<br />FOP~ OF SAID BONDS AND FORT HE PAYMENT THEREOF"

<br /> Motion of ~ir. Weiseman that the Council go on record requesting close collaberation between
<br />the School Board, Planning Commission and the Portsmouth RedeveIopmen~ and Housing Authority on the ~ocation of
<br />future school construction/ before a recommendation is submitted to the City Council, was adopted.
<br /> and a written report to the Cpuncil,
<br /> 57-26- "I am ~ubmittin~ a'~%~r from the Portsmouth Parking Center, Inc., of which you
<br />have a copy before you, requesting a conference 'between the City Council and the owners of the parking lot owned
<br />by the above firm and you will observe by the letter that the request was made prior ~o the Council meeting held
<br />on January 8th, 1957; however, the letter was not received aT the office of the City Manager until 1:30 P.M., on
<br />January 9th, 1957. Therefore it could nor be presented at a previous meeting.
<br /> I therefore recommend that a conference date be set in accordance with the request."

<br /> Motion of Mr. Minton that a conference be held aT 2:00 P.M., on Monday, February 4th, was

<br /> 57-27 - "It is in order ar this time to discuss Councilman Baker's request to create a spe-
<br />cial commission To be known as the Portsmouth Industrial Commission."

<br /> Motio~ of Mr. Baker that the Mayor appoint a commit2ee .of three from the Council to meet with
<br />a committee from the Chamber eT Commerce to discuss the advisability o~ creating a commission to be k hewn-as
<br />the Portsmouth Ihdustrial Commission, was .adopted.

<br /> 57-28 - "I recommend that the proper city officials be authorized to sign.s contract with
<br />the Portsmouth General Hospital for the care of medically indigent patents.

<br />Motion of ~ir. Weiseman to concur in the recommendation of the City Manager, was adopted.
<br />57-29 - ~'I submit the attache8 resolution and recommmnd its adoption."

<br />"WHEREAS, the General Services Administrati~ of the United States of America.
<br />is considering a site for the location of the proposed Federal Building i~
<br />the City of Portsmouth, and
<br />WHEREAS, one of the sites being considered is two city blocks bounded by Craw-
<br />ford, London, Water and High Streets, and
<br />WHEREAS, Queen Street, between Water and Crawford Streets, separates the two
<br />city blocks, and
<br />WHEREAS, there exists three lanes within the subject blocks,as shown by a
<br />plat of said property,
<br /> .NOW, THEREFORE, Be it Resolved by the Council of the City of Portsmouth,
<br />9hat the Council will close that portion of Queen Street lying between Crawford
<br />and Water Streets, if and wh6n the General Services Administration acquires all
<br />of the la~d abutting on both sides of Queen Street in the'blocks referred to
<br />above, and will close said lanes so far as the City may have any vested right~
<br />therein."
