January 22nd, 1957. <br /> <br />and read: <br /> <br />Ayes: Bartlett, Baker, Hinton, Kirby, Scott, Smith, Weiseman. <br />Nays: None <br /> <br />57-17 - <br /> <br />The following ord'~ance, placed on first reading at last meeting, was t~ken up <br /> <br />"AN ORDINANCE TO A~END SECTION 22-04 OF THE BUILDING CODE OF THE CITY OF PORTSMOUTH, <br />1948, BY ADDING A NEW SECTION, RELATING TO MOVING OF BUILDINGS" <br /> <br />On motion of Mr. Smith, said ordinance was adopted, and by the following vote: <br /> <br />Ayes: Bartlett, Hinton, Kirby, Scott, Smith, Weiseman <br />Nays: Baker <br /> <br />NEW BUSINESS <br /> <br />was adopted. <br /> <br />57-30 - Motion of Mr. Weiseman ~o suspend the rules to hear from Mrs. Mamie B.I'Anson <br /> <br />Mrs. I'Anson presented the fo]lowing: <br /> <br />"WHEREAS, we the undersigned consider that our city has ~oo many A.B.C. stores <br />in operation; and <br /> WHEREAS, a local newspaper recently announced that a certain vacant lot on <br />Middle St ,-directly back of Leggett's Department store-, will have a building <br />erected upon it for an additional A.B.C. Store <br /> (1) We deplore±the~.rising crime wave sweeping our land. Many criminals are <br />youths. Their acts are £requentl~ mssociated with drinking; or some form of <br />harcotics. We u. rge parents, churches and schools to join in teaching total <br />abstinence by precept and example, as s vital factor in eliminating this <br />condition. <br /> (2) We are seeking the co-operation of our city officials <br /> RESOLVED that our City Council take immediate action, and use every effort <br />at their command to prohibit an ABC store being opened~in Portsmouth in the <br />future. <br /> <br />Motion of Mr. Hinton to refer this matter to the Ciiy Manager was adopted. <br /> <br />~57-31 - The following letter from the Com~issioner of Revenue was read: <br /> <br /> "Please be advised that the Industrial Metals Alley Co. has been assessed for tangible <br />personal property valued for $1,840.00 with t~xes amounting to $58.60. Our investigation reveals that the correc~ <br />assessment should have been $460.00 with taxes amounting to $12~65, representing an over assessmentin taxes <br />amounting to $37.95. The taxpayer has paid the original tax of $59.60 as evidenced by his receipted tax b~ll <br />#7718. As this is definitely an over paymen~ of $37.95, we sincerely request that a refund in this amount be made <br />to the taxpayer." <br /> <br />Motion of Mr. Weiseman thatflhe refund be granted, was adopted. <br /> <br />57-32 - The £ollowing letter from the Planning Commission was read: <br /> <br /> "At a meeting of the Planning Commission on January 16, 1957~ the proposal of the Ports- <br />mouth Redevelopment and Housing Authority to revise andextend the bpundaries of thei~ low income housing project <br />VA 1-3 along Wa~$1~l~ton and Ef~fingham Sts. was reconsidered hy the P~anning Commission. A motion to recommend to <br />City Council that the proposed boundary revision be approved was passed by a five to two vote. A map of the pro - <br />jec~ area is submitted herewith." <br /> <br />cil, was adopted. <br /> <br />Motion .of ~r. Baker that this matter be referred to the next regular meeting of the Colln-~ <br /> <br /> 57-33 - Motion of Mr. Kirby to refer to the City Manager and City Attorney to ascertain <br />if the City has a complete master plan and, if not, what areas or sections of the ~la~ are incomplete, was adopted <br /> <br /> 57-34 - Notion of M~. Hinton to refer to the City M~uager for a report and recemmenda- <br />tion a~ the Council meeting on February 26th, 1957, on fully utilizing the-city stadium for recreatio'nal purposes~ <br />for the youth of the City of Portsmouth, was adopted. <br /> <br /> 57-35 - Motion of Mr. Baker to refer to the City Manager for studyand report on the re- <br />moval of the grass plots at the west end of High St., was adopted. ~ <br /> 57--36- Motion ef }Ir.
