I have discussed this matter with th~ <br />Director of the Department of Games and Inland Fisheries Commission under whose jurisdiction the protection of <br />wild life is covered in Virginia and he'informs me that it would be in order re adopt such an ordinance if the <br />Council so desires. <br /> <br /> While our p~esent City Code prohibits the discharge of fire arms within the City <br />and the general State Law protects most ~ild life, itwould not be objectionable to have a Code designating the <br />City of Portsmouth as a Bird Sanctuary and if it is the pleasure of the Council to comply with this request, I <br />recommend that the question be referred ~o the City Attorney for preparation of a proper ordinance." <br /> <br /> Motion of Mr. Hinton to hear from Mrs. J. E. Bligk, who spoke for the adoption of an or - <br />dinance designating Portsmouth as a bird sanctuary, ~as adopted. <br /> <br />Motion of Mr. Hinton to refer ~o the City Attorney for proper ordinance, was adopted. <br /> <br /> 57-52 - '~At a previous Council'meeting, you referred to ~he undersigned committe~, the <br />question of Mr. Kline's suggestion regarding licenses for peddlers for future study and report. <br /> We are reporting that a peddler is defined by the City Code which covers most <br />of the items referred to in Mr. Kline's memorandum; however, a t~x on a regular peddler in the City of Ports- <br />mouth is $361.00 per annam and not $121.00 which ~pplied to vendors of fruits, etc. <br /> The City is not permitted to require'a license of merchandise sold as inter-stat~ <br />commerce. We do not recommend any change at the present time in our License Tax Ordinance." <br /> <br />Motion of Mr. Hinton to hear from Mr. E. B. Kline was adopted. <br /> <br />Mr. Kline spoke for the adoption of an ordinance in regard to peddlers. <br /> <br /> Motion of NLr. Hinton to refer back to the City Manager and City Attorney to ibring back a <br />report on the proposed ordinance stating what is legal and what is not legal in the ordinance, and what effect <br />any chan~e in the peddlers' liceqse would have on the City, was adopted. <br /> <br /> 57-53 - "I submit the attached amendment ~o Saction 24-121 of the City Code of 1951 and <br />recommend that it be placed on first reading." <br /> <br /> Motion of Mr. Scott to ~lace the following ordinance on first reading, was adopted: <br /> <br /> "AN ORDINANCE TO AMEND AND RE-OP~AIN SECTION 24-121 OF THE. CODE OF EiE CITY OF <br /> PORTSMOUTH, 1951, RA~L~TING TO HEATING SYSTEMS" <br /> <br /> 57&54 - "I am reporting that ~our Committee appointed to draft s ~Linimum Housing Code has. <br />held a conference at which time representatives of the Real Estate Board and the Contractors were present and the <br />Code was discussed at length. Thare were some questions raised concerning some Sections of the Code.
