The application sets forth, ampng~_other things, an estima%ed b~dget~of $61,440.00 re'cover the <br />survey and planning period. <br /> The. Comm~ ssioners of the Authority approved the application by resoluzibD al their meeting <br />of January 31, 1957, and now earnestly request the City Council to approvel~e application by resolution so that <br />it may~ be ~ubmitted to the Housing and Home Finance Agen+cy az the earliest possible date. <br /> We are inclosing herewith cop les of the standard resolution r~uir~d' by the aforementionedl <br />agency, for your r~view and action. We would like to invite your attention to the fact that your res~iution ap - <br />proving T~hi~s application does no~ obligate 'the City, but merely designates the Lincoinsville area as slum and <br />blighted and approves our Application for Survey and Planning Funds." <br /> <br />On motion offer. ~IJiuten, the following resolution was adopted: <br /> <br /> ~EAM, under Title 1 of the Housing 'Act of 19~% as amended, and the Housing <br /> Act of I954, the Housing and Home Finance Administx~tor is authorized to .extend financial <br /> assistance to localities in .the elimination and prevention of the spread of their slams <br /> and urban blight through the planning and ~nderta~%ng of urban renewal projects; and <br /> 'w~t~EAS, it is~desirable and in the public interest that the P~rtsmouth Redevelot~ <br /> men~ and Housing Authority prepare surveys and plans, p~esently estimated to cost approx- <br /> im~te3~y Sixty-One Thousand Four Hundred Forty and 00/lO0 Dollars ($81,440.O0), in order to <br />~u~ertake and carry out an urban renewal ]~oject of the character contemplated by Section <br /> llO ~c) of said Title I, in that certain area, proposed as an Urban Rene~l Area, situated <br /> in the City of ~Portsmouth, County of Norfolk, and State of Virginia, and described as <br /> follows: <br /> ~ounded on the north by the U.S. Naval Hospital grounds, on the east by <br /> Washington Street, on the south by North S~reet and Cedar Grove Cemetery, <br /> and on the west by Fort Lane. <br /> ~tEREAS, the above-cited Federal law requires as a condition to the execution of <br /> a contract for a loan a~d capital grant for an urb~h% renewal project thet th~ locality <br /> p~esent to the Housing snd Home Finance Administrator a workable program, as set forth in <br /> .Section 101 (c) of said Title I, for ~tilizing appropriate public and private resources <br /> to eliminate and prevenz the developmen~ of~ or spre~ of, slums and urban blight, to <br /> encourage needed urban rehabilitation, to provide for the r~development of blighl~ed, <br /> deteriorated, or slum areas or to undertakeLs~ch feasible community activities as may be <br /> suitably employed to achieve the objectives of such a program; and <br /> ~WtEREAS, it is recognized that contracts for loans and capital granzs for urban <br /> renewal projects will require, among other things, (1) the approvaI of the urban renewal <br /> plan by the governing body of the locality in which the project is situated; (~) the <br /> provision of local grants in aid which may consist of donations of cash, lund, demolition <br /> or removal work, and the installation, construction or reconstruction of streets, utili- <br /> ties, parks, playgroumds or other improvements ~r the provismon of other public buildings <br /> or iacilities; amd (S)lthe developmenz of a feasible method for the relocation of families <br /> dispJ~aced from the urban renewal area. <br /> NOW, THEREFORE BE IT RESOLVED BT the Council of the City o£ Portsmouth: <br /> Section 1. That the proposed Urban Renewal Area described above is a slum, <br /> blighted, deteriorated or deteriorating area appropriate for an urban renewal project and <br /> that the undertaking by the Portsmouth Eedevelopmout and Housing Authority of!surveys <br /> and plans for ~n urban renewal project of the character contemplated by Section ll0 (c) of <br /> the Mousing Act of 1949, as amended and supplement, in the proposed Umban Renewal Area <br /> described above, is hereby approved. <br /> Section ~. That the financial assistance provided under said Title I to assist <br /> urban renewal projects is n~eded ~o enable the Portsmouth Redevelopment and Mousing Au - <br /> thority to finance the undertaking o~--the Project <br /> Section M.
