<br />an opinion that Chapter XI of The Charter of the City of Portsmouth has been
<br />repealed, and that Section 78 of the Charter empowers the City Council to fix
<br />the compensation of the members thereof, and-
<br /> %~EP~AS, the Council in the Budget Ordinance, previously adopted, provided for
<br />a salary of One Hundred Twenty Five Dollars per month for the Mayor and One Hundred
<br />Dollars per month for other members of the Council;
<br />NOW, THEF~FORE, Be it Resolved that the City Clerk and Auditor and the City Col -
<br />lector be and they are hereby instructed to pay to the Mayor and members of the
<br />Council the salaries as above state~ and provided for in the Budget Ordinance.

<br />defining the word 'structural' in regard to the Building Code and Zoning Ordinance, and if any structural changes
<br />are contemplated in the property of George C. Small, was adopted.
<br /> 57-58 - "I sm submitting the attached letters from ~he several broadcasting stations
<br />concerning their interest in broadcasting Council meetings. Since our newspaper reporters, in my o~inion, cover
<br />the Council meetings thoroughly an8 since all~ofthe local papers carry a complete report of Council meetings
<br />within a very short tim~ after adjournment of Council, for this reason, I do not recommend that Co~ucil meetings
<br />be broadcast; however, ~ have no objection to the broadcasting of Council meetings, if it is the pleesue of the
<br />Council to have such broadcasts made and I wil~ be ver~ glad to co-operate fully with any o~ all of the stations
<br />who desire to make the broadcasts."

<br />interes~ in the City offering a parcel of land for sale. For your information, this is the same parcel of land
<br />that'was offered for sale and was bid in hy a ~L~s. Owens, who later decided that she did~not like the locatioh
<br />and the CiSy offered another parcel of Iand which s~$ purchased and has since erected s house.

<br /> Attached - "We hav~ m~de'extensive traffic check~ and observed the riding habits of
<br />our patrons on Sundays and are convinced that certain changes should be made in our sunday ~ervice which will caus~
<br />a minzmum inconvenience to our patrons and at the same time effect necessary econo,les i~ the operation. I feel
<br />gure that it is self- evident to anyone that our Sunday patronage hardly warrants any service at all. This enor-
<br />mous reduction in riding on Sundays and during the night hours is not. at &ll unusual and it certainly is not pe ~
<br />culiar to Portsmouth alone. As YOu know, in all cities with the p~pulation s~ze0f,Portsm?uth the. Dublmc ~anspor~
<br />ration system is having an exceedingl~ hard time. In many cities Portsmouth's size, publmc transit c~mpanzes have.
<br />found it necessary to go out of business.
<br /> We do not feel this is the case in Portsmouth since there are many things
<br />that we feel can and should be done to make this a more e~£icient'operation.
<br /> AS you no doubt remember, we tackled this problem in 1954, and at that
<br />time'instituted a system whereby several of the routes were consolidated and operated over a combination of rontes~
<br />during the e~ening hours. This arrangement has proved most satisfactory and has resulted zn a mzn~mum of complaintr.
<br />For the past several months we have had no complaints from this~ arrangement at all.
<br /> It is therefore our desire ~hat we be permitted by Council to institute
<br />the same arrangement on Sundays as we now have operat~ng, durisg th? afternoon hours. This will result in a much
<br />more economical operation and will adequately se~e those few ~eopl~ who are now usingour service on Sunday.
<br />Further, we do not feel that it is proper £0r us to schedule service on Sundaes.whO.'ch has to be subsidized by our
<br />weekly pa{roue. These economies are so~ely needed in.the portsmouth ~peration ~t the present time and anything
<br />that can be done to expedite this matter will be greatly appreciated. Should you need any additional information,I

<br /> outside advertising on the buses ~n Portsmouth, it is our desire to 81imin~te the provision in the Ordinance whic~
<br /> limits the Company in the size and type of signs used on the exterior of the buses.
<br /> In the past few years due ~o th8 change in the size of signs adopted by
<br /> the National Advertisers as standard we have had to request Council,s permission from time to time To make the
<br /> neoessarychanges in the ordinance which would per~L~t us to sell sp~e to ~ational advertisers. We feel that this
<br /> is ~neceseary and could be avlided by Council repealing .SectiOn ~3~'o~ the Code of the City of Portsmouth,
<br /> Virginia, 1951. At the present zime we are l~sing sorely needed revenue from this source
<br />
<br /> because of changes made by national advertisers in the size and type or. sign which they are now buying and we are
<br /> prohibited to display by the above- mentioned ordinance in Portsmouth.
<br /> it is not our intention aT this time ~o paint a complete as an advertise-!
<br /> men~ as has been done in some cities; however, we may desire to use ~ larger sign, commonly known as spectaculars.
