I am submitting the attached letter from Paul Dulaney, Director of Planning, <br />which I believe is the answer to the question so far as I have been able to ascertain; however, in my opinion <br />there is s Master Plan in effect in the City of Portsmouth." <br /> <br />On motion filed. <br /> <br /> 57-45 - "At a previous meeting of Council, you referred to me the question of fully utilizin~ <br /> the City Stadium for recreazional purposes ~or. the youth of the City. <br /> <br /> In reporting on this, I would like to take this opportunity ~o report to the City <br /> Council that for sometime I ~v~ been considering the question of our over-all recreational program in the City <br /> of Portsmouth which includes the City Recreation Department, the City Schools and the Beazley Fonndation. As a <br /> result of this study, I invited Judge Lawrence W.I'Anson who represented the Foundation, Mr. Guy Morris who rep- <br /> resented the Schools, Mr. Paul Dulaney, the City Plarn%ing Engineer, and Mayor Bartlett, representing the City <br /> Council, to meet with Dr. Denny, Y~r. Earl Agnor and myself to discuss the over all recreation program. It was <br /> found that the Beazley Foundation operates the Park View RecmeationCenter~ the Foundation Boys Club and arecre-~ <br /> orion program at Twin Lakes Housing Project and the Oliver Bynum Recreation Coster" and their cost of operatic~ <br /> the several projects amounts to between sixty a~d seventy five thousand dollars annually. <br /> <br /> In addition to the regular recreation programs in the schools of the City, the C~y <br />Recreation Department uses the Gymnasium at the Harry Hunt Elementary School and some of the playgrounds and ath- <br />letic fields in other schools when they are not in conflict with the regular school program. I desire to state <br />that the school officials and the officials of the Beazley Foundation l%~ye been m~ t co-operative. <br /> The City Recreation Department operates four Community Centers includiHg the Douglas <br />Park Center recently presented to the City by the Beazley Foundation and seventeen playgrounds and athletic fields <br />Also the City Armory and the City Stadium for Little League Baseball. The City spends between sixty-five and <br />seventy-five thousand dollars annually for recreatinal purposes. In order not to have overlapping programs for <br />recreation and to better provide fuller co operation between all recreation agencies, I have determined that it <br />would be to the best interest of the City ~o name an Advisory Committee to work with the City Nm ager to provide <br />and develop the recreational needs of the City. <br /> I have named the Hon. Lawrence W, I'Anson to represent the Beazley Foundation,A.J. <br />MapR, Sr.~ the Schools, Paul Dulaney the City Planning Commission and D~ L H Denny, the Depar~ ~ Recreation <br />and R. Irvine Smith the City Council, They will serve with me in an advisory Capacity to consider: our recreation <br />program in the future. <br /> The question of a more full,'use of the stadium will require f~ther study. At'foe <br />present time,- the Council policy is to charge for the use of the stadium for all purposes. The <br />High School leases the stadium, for football and some other activities and the Recreation Bureau leases it for <br />Little Baseball and occasionally other activities. Under the Code, the ~City Auditor is given authority to lease <br />it to other groupswhen such use will not conflict with the High School or Recreation Department. A furtl~r <br />study will be made of the use of the Stadium and I will 'make a report to the Council at a later date concerning <br />the mazter." <br /> <br /> Motion of Mr. Baker to refer to the City Attorney for.report on the legality of a <br />member of the City Council serving on an advisory commission appointed by the Cit~ Manager , was adopted. <br /> <br /> 57-46 - "You referred to me the question of reporting on sale and removal of buildings and <br />permits issued therefor of the Clark Jr. High School. I have investigated this matter and I have been informed <br />that there were thirty nine buildings on the tract of land at the time the School Board starzed acquisition of <br />the property. 0nly five of thm buildings have been removed from the premises. ~wo have been sold with the un - <br />derstanding nhat they can be moved within the City. One_building has be~n sold to a purchaser who is moving it <br />beyond thecity limits. All ofher s~ruc~ures hare been demolished or will be demolished when the project is com- <br />pleted. <br /> Ofthe buildings moved, three permits were secured by the purchaser to move from <br />the premises. The other buildings were moved on lots adjoining the premises and permits were not secured for <br />their removal." <br /> <br />On motion filed. <br /> <br /> 57-47 - "It is in order to consider the conference recently held on Off-Street Parking and <br />~ am reporting that the City Attorney has received approval from our Bonding Attorneys in New York of the issu- <br />ance of the Off-Street Parking Bonds and that your Committee,c~posed of the Mayor and City Manager,has ~old the <br />bonds ~o the A~eiicanNational Bank and the Bank of Virginia in the sum of $150,000.00 each at their offer;to <br />purchase at the rateof interest of 3~% , bonds dated July l, 1957, and are to run from I to l0 years from <br />date of the Bond, payable $30~000.00 annually." <br /> <br />On motion filed. <br /> <br /> <br />
