At a regular meeting of the City Council, held on February 12th, 1957, there were <br />present: <br /> A. C. Bartlett, Bi W. Baker~ W; E. Hinton, Frank L. Kirby, John E. Scott, <br /> H. Earl Weiseman, I.G. Vass, City ~anager; and R.C. Barclay, City Attbrney. <br /> <br /> The meeting was opened with prayer by Dr.R. Clayton Pitts. <br /> <br /> Minutes of the regular meeting of January 22nd and called meeting of February 5th, <br />1957, were read and approved. <br /> <br /> Reports of Committees: <br /> <br /> 57--37 - "Your Committee uamed ro consider the request of the Society for the Preventio~ <br /> or'Cruelty to Animals, met with Mrs. Aldrich and Attorney Oasr on Saturday, FebrUary 9th, 1957, and after a ~ull <br /> and complete discussion of the problem, your Committee recommends that the sum of $1,000.00 be placed in the <br /> 1957-55 Budget for consideration az the time the Budget is considered. <br /> H. Earl Weiseman,B-W.Baker,'~ha.E' Hinton." <br /> <br />On motion filed. <br /> <br /> The following'reports from the City Manager were read: <br /> <br /> 57-38 - "It is in order to hear from citizens residing on NJ Dinwiddie St. and I recom~c <br />mend that the rules be suspended and that the council hear from the citizens present who desire to be heard." <br /> Motion of Mr. Kirby ro suspend the rules ~o hear from any interested persons, was <br />adopted. <br /> <br /> Mrs. C.H. Culpepper, Mrs. Adams, Miss Genevieve Galilee, S.J. Flournoy, M. Katz and <br />Mrs. Susan Lewis spoke concerning the flooding conditions at the north end of Dinwiddie Street. <br /> <br /> Motion of Mr. Kirby ~o refer ~o the City Manager for a report back ~o Council az the <br />meeting of March 12th the cost of placing a sump and an automatic sump pump on the storm drain az the end of <br />Dinwiddie Street, was adopted. <br /> <br /> 57-39 - "I submit the attached report from the State A~ditor on the audit of the ac- <br /> counts of the Clerk of'the Court of Hustings and Circuit Court, for your information and ro be filed by the <br /> City Clerk." <br /> <br />On motion filed. <br /> <br /> 57-40 "I submit communications from the Electoral Board concerning voting p~ecinct~ <br />and Amendment to the Code if it is the pleasure of the Council to concur in the recommendation of the Electoral <br />Board. I recommend that the question of ordinance be referred to the City Attorney for his consideration." <br /> <br />Motion of Mr. Weiseman ~o concur in the recommendation of the City Manager,was adopted., <br /> <br /> 57-41 - "At a previous meeting of the Council, you referred no me the question of re- <br />moval of the grass plots or median strips az the west end of High St. I am meporting that this mat~er was brDught <br />to the attention of the Council at the time we were considering the 1,955-56 Budget and an estimate was made by <br />the Director of Public Works~at it would cost ~pproximately $~0 000.00 to remove the grass plot~ and construct <br />the street. Since that date, the cost of this type of work has increased a~pro~imately ¥$~$00.00 at the presen~ <br />time. <br /> There are nor sufficient funds in the budget ro do the work from curren~ <br />funds. I recommend that the matter be referred back ro me with instructions to include it ~n BUrr capital budge~ <br />that will be submitted at the time we submit our operating budget for the fiscal year beginning July 1, 195~." <br /> <br />Motion of NLr. Kirby to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 57-42 - "At a previous meeting of the Council, you referred ro me the question of re- <br />moval of grass plots and to determine the number of cars that could be parked if angle parking was used instead <br />of parallel to curb parking on Washington St., north of London St. <br /> I am submitting the attac~ed report from the Director of Public Works statin~ <br />that an estimate of the cost for removing the grass plot and re-erecting the monument and replanting the shruhber~ <br />would be ~pproximately $7,510.00. <br /> You will observe from the report that he s~a~es that you could park only fou~ <br />additional cars if angle parking were used rather than parallel to curb parking. <br /> It is well to note that National Traffic Reports indicate that more than S0%~ <br />of accidents occur when cars are parked a~ an angle than when cars are parked parallel to the curb. <br /> I therefore do not recommend that an~le parking be established inLtb~s area. <br />You will also note by referring ro the Wilbur Smith Report that their recommendation is to eliminate all of the <br />angle parking that now exists on the streets of Portsmouth and since you have approved the report, it is my under- <br />standing that you expec~ me to eliminate all angle parkin§ on the streets covered by the report." <br /> <br />On motion filed. <br /> <br /> 57-43 - "You referred ro me a resolution presented ~o Council at a recen~ meeting <br />by Mrs. Mamie I'Anson, regarding A.B.C. stores in Portsmouth. I mm reporting that Section 4.15 of the Code of <br />Virginia reads in parr as follows: <br /> 'The Board may establish, maintain and operate in such counties, cities <br /> and towns as shall be considered advisable by the Board, GovernmenE stores <br /> for the sale of alcoholic beverages ot~er than beer mn accordance with the <br /> provisions of this Chapter and it may discontinue [ J any such store or <br /> stores when in its discretion it is advisable~to do so. <br /> <br /> <br />
