<br />a petition from the Retail Grocers' Assn., signed by a group of merchants requesting that the License Tax Or-
<br />dinance be amended to be paid in ~two annual installments.
<br /> I do not recommend that'this amendment be made effective at the present time
<br />since it~ would influence the budget which has been approved a~d woul~ caus~ a d~ficit in the current year's
<br />budget if we deferred the collectionof these licenses for a six months period.
<br /> If it is the plea~ur~ of the Council to consider the petition, it should be
<br />done at the time the new budget is being prepared in order that the matter can be considered in preparing the
<br />budget," -

<br />ing sixty feet on the east side of FiPst Avenue and extending back a depth of One Hundred and five feet and ad -
<br />joining the Oak Grove Cemetery, after having given ~en days' notice of the time, place and ~erms of sale by
<br />advertisement in ~he Portsmouth ,Times,' a daily newspaper puhlished~:in ~this-.-ci~y. The sale was well attended and
<br />there were several bidders. The property was sold to c.g. Wimt~r~gh and Sons for Twelve Hundred Dollars, which
<br />was the highpst and best~ bi~ offered at the sa~e.,.-I recommend ~ that the sale be confirmed and the proper offi -
<br />cers of. the City be attthorized, to execute a deed conveying the property to the purchasers, or their nominee. "
