<br />Coast Line Railroad Company for an easem~n~ for the construction of a storm sewer and recommend that the attached
<br />resolution be adopted, which provides for the proper City officials to ekecute the easement for and on behalf of
<br />the City of Portsmouth."

<br />On motion of Mr. ~eiseman, the.following re~olution was adopted:

<br /> "Be it resolved by theCiSy Council of the City of Port~.smouth, Virginia,
<br /> in regular mee~ing assembled, that the City Manager of said City be, and
<br /> .he hereby is, authorized to enter into an agreement with the Atlantic Coast
<br /> 'Line Railroad Company, and ro sign same on behalf of ~aid City, whereby
<br /> the said Railroad Company gives and grants unto the said City the right and
<br /> privilege to lay smd maintain, for the purpose of as~orm sewer, a line of
<br /> 18-inch concrete pipe on the Railroad Company's 9ight of way at Portsmouth,
<br /> Virginia, said line of pipe begi~Bing ~$ s manhole (hereinafter described)
<br /> to be located a~ and connected with the southeastern end.of the Railroad
<br /> Company's 24 inch cast ~iron pipe culvert, as now in place'underneath the
<br /> Railroad Company's main track at a point 756 feet soathwestwardly, measured
<br /> along the center line of the Railroad Company's main track, from mile post
<br /> B-233; runnin~ thence eastwardly 12 feet, ~ore or less, to the southeast
<br /> boundary line of said rig~l of ;.way, ~hich rightOf way ~s 25 feet wide on
<br /> each side of said c~nter line; together with the ~ight and privilege to
<br /> install and maintain said manhole at the location above described , ~o which
<br /> manhole will be connected three 15 inch 6oncrete pipe stubs to take care of
<br />the surface drainage; as particularly described in said agreement, which
<br />agreemen~ is dated December 5, 1956, copy of which agreemen~t is filed with
<br />the records of this City Council."

<br /> 57-121 - "I am submitting the attached peiition for construction of sidewalks on
<br />~igh Street, between Richmond and Halifax Avenues, which has keen presented ~o my office through the Chamber of
<br />Commerce of Portsmouth. Ism also attaching an estimate-of the cost of the construction'of the walks prepared
<br />hy the office of the Director of Public ~orks, the tobal of which i~$6,459.08, 50% of:which under our presenz
<br />policy of constructing sidewalks would be paid by the City of Portsmouth in~e amount of $3,229.54.
<br /> Of the above amount the ahuttin~ property owners have signed an agreement
<br />to pay 50% of the cos~ in fron~ of their property ~n the sum, of $1,479.O6 , leaving mn amount of $1,750.48 to be
<br />assessed against the abutting property owner h~ ordinance ~s'~rovide~ for by the City Charter ~nd Code.
<br /> I recommend that the City proceed immediately to construct the wal~s. The
<br />City has approximately a $3,000.00 balance in ~idewalk ~onstrudtion fundslfor the curren~ year's operation. It
<br />will therefore not requi~e an additional appropriation at this time for~this work."

<br /> Motion of Mr. Kirby to concur in the recommendation of the City Manager and refer
<br />this matter to the City Attorney ~o take the necessary s~eps, to complete the. program, was adopted.
<br />
<br /> 57-122 - "I am reporting that the City of Portsmouth owns a generator capable of
<br />furnishing electric energy in case of a Blackout am Pelice and Fire Headquarters and I have instructed t~e proper
<br />city department to arrauge for the installation of the generator."
