Clemons, Griffin, Pitts, Robinett, Hotley <br />Nays: None <br /> <br />97-211 (b): <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Berm, to adopt the following <br />ordinance approved on first reading at the July 22, 1997 meeting, and was adopted <br />by the following vote: <br /> <br /> "ORDINANCE TO AMEND CHAPTER 33 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1998) BY AMENDING SECTIONS 33-2, 33-16(4), 33- <br />17(a), 33-179(a) AND (e), 33-20(a) AND (i), AND 33-75(a), (b), AND (c) 16 AND (17) <br />THEREOF PERTAINING TO SUBDIVISIONS.~' <br /> <br />Ayes: Benn Clemons Griffin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />- CITY MANAGER'S REPORT- <br /> <br />97 - 223 - <br /> <br />Adoption of an ordinance amending Division 2 of Article Xl of Chapter <br />22 of the City Code to designate portions of Kingman Avenue and <br />Potomac Avenue as one-way streets. <br /> <br />Recommendation: <br /> <br />· Approval of an ordinance to implement Section 22-490.1 to initiate a one-way <br /> system in the 3500 and 3600 blocks of Kingman Avenue. <br /> <br />· Approval of an ordinance to implement Section 22-499.1 to initiate a one-way <br /> system in the 700 block of Potomac Avenue. <br /> <br />(s16602t3b0s12v1P Purpose and Need: <br /> <br />If~ order toprovide better traffic flow conditions in the 3500 - 3600 blocks of <br />Kingman Avenue, the Department of Traffic Engineering is requesting approval to <br />initiate a one-way system in these blocks. A petition was received in the <br />Department of Traffic Engineering to initiate a one-way system to discourage cut- <br />through traffic and speeding. The petition was not signed by all residents. <br />therefore, letters were sent out to survey each resident. Letters were received <br />with the majority of the residents in favor of the one-way system. <br /> <br />The 700 block of Potomac Avenue is too narrow for two-way traffic. A petition <br />was received in the Department of Traffic Engineering and was signed by each <br />resident requesting a one-way system in their block. The Department of Traffic <br />Engineering concurs with the recommendation. <br /> <br />Financial Impact: <br /> <br />· The only cost associated with implementing the one-way system would be <br /> signage. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts. to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE AMENDING DIVISION 2 OF ARTICLE Xl OF CHAPTER 22 OF <br />THE CODE OF THE CITY OF PORTSMOUTH TO DESIGNATE PORTIONS OF <br />KINGMAN AVENUE AND POTOMAC AVENUE AS ONE WAY STREETS." <br /> <br />Ayes: Benn, Clemons, Griffin, Pitts, Robinett, H011ey <br />Nays: None <br /> <br />97-224 - <br /> <br />Adoption of an ordinance amending Section 22-329 of the City Code to <br />prohibit trucks on portions of London Boulevard from Effingham Street <br />to Crawford Parkway and on High Street from Effingham Street to <br />Virginia Avenue to provide better traffic conditions for residents on <br />London Boulevard and businesses on High Street. <br /> <br /> <br />
