Au.qust.i21 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, AUgust 12, 1997, <br />there were present: <br /> <br /> Mayor James W. Holley Ill, Vice Mayor Johnny M, Clemons, Bernard D. <br />Griffin, Sr., Cameron C, Pitts, P. Ward Robinett, Jr., J. Thomas Benn Ill, Deputy <br />City Manager H. Timothy Little, City Attorney G. Timothy Oksman <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, to approve the minutes of <br />a Called Meeting on JulY 22,1997; a Regular Meeting on July 22, 1997; and was <br />adopted by unanimous vote. <br /> <br />97- 221 - Presentation: <br /> <br />· Presentation of a key to the City to April M. Joyner, Little Miss Portsmouth. <br /> <br />· Proclamation presented to Jay Payne, owner of Towne Point Exxon, for "Jay <br /> Payne Day." <br /> <br />Presentation of special lapel Pins to newly appointed Boards and Commissions <br />members. <br /> <br />PUBLIC HEARING - <br /> <br />97- 222 - Public hearing to receive citizen views and comments on the proposed <br /> resolution to authorize the City to contract a debt and issue general <br /> obligations of the City in the form of a general obligation guarantee by the <br /> City of indebtedness of the Industrial Development Authority of the City of <br /> Portsmouth in the Principle amount not to exceed $7,000,000. <br /> <br />There were no registered Speakers. <br /> <br /> - UNFINISHED BUSINESS - <br /> <br />97- 194 - Rezoning, and use permit: <br /> <br />(a) <br /> <br />Ordinance granting the rezoning request of C Raeford Eure for property <br />between Wild Duck Lane and West Norfolk Road fr°m Residential RS-150 and <br />Residential RM-60 to Commercial C,2. (Z-97-10) (FirSt Reading Vote 4-3) <br /> <br />(b) <br /> <br />Resolution granting the use permit request of C. Raeford Eure to construct a <br />self-storage facility between Wild Duck Lane and West Norfolk Road. (UP-97- <br />16) (First Reading Vote 4-3) <br /> <br />Motion by; Mr. Clemons, and seconded by Mr. Robinett, to grant the applicant's <br />request to defer consideration of agenda items 97-194 (a) and (b) to the <br />September 9, 1997 regular City Council meeting, and was adopted by a vote <br />of 5-1 (BeBn). <br /> <br />97- 211 - Code Amendments: <br /> <br />97-211 (a): <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following <br />ordinance approved on first reading at the July 22, 1997 meeting, and was adopted <br />by the following vote: <br /> <br /> ,ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIQNS 40-22, 40-45, 40- <br />91.2(d), 40-193(b), 40-195, 40-195.1,40-197, 40-198, AND TABLES 40.43.1-1,40- <br />43.1-2, AND 40-44-2 THEREFORE PERTAINING TO ZONING". <br /> <br /> <br />
