Au.qust.i21 1997 At a Regular Meeting of the City Council held on Tuesday, AUgust 12, 1997, there were present: Mayor James W. Holley Ill, Vice Mayor Johnny M, Clemons, Bernard D. Griffin, Sr., Cameron C, Pitts, P. Ward Robinett, Jr., J. Thomas Benn Ill, Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Clemons, and seconded by Mr. Pitts, to approve the minutes of a Called Meeting on JulY 22,1997; a Regular Meeting on July 22, 1997; and was adopted by unanimous vote. 97- 221 - Presentation: · Presentation of a key to the City to April M. Joyner, Little Miss Portsmouth. · Proclamation presented to Jay Payne, owner of Towne Point Exxon, for "Jay Payne Day." Presentation of special lapel Pins to newly appointed Boards and Commissions members. PUBLIC HEARING - 97- 222 - Public hearing to receive citizen views and comments on the proposed resolution to authorize the City to contract a debt and issue general obligations of the City in the form of a general obligation guarantee by the City of indebtedness of the Industrial Development Authority of the City of Portsmouth in the Principle amount not to exceed $7,000,000. There were no registered Speakers. - UNFINISHED BUSINESS - 97- 194 - Rezoning, and use permit: (a) Ordinance granting the rezoning request of C Raeford Eure for property between Wild Duck Lane and West Norfolk Road fr°m Residential RS-150 and Residential RM-60 to Commercial C,2. (Z-97-10) (FirSt Reading Vote 4-3) (b) Resolution granting the use permit request of C. Raeford Eure to construct a self-storage facility between Wild Duck Lane and West Norfolk Road. (UP-97- 16) (First Reading Vote 4-3) Motion by; Mr. Clemons, and seconded by Mr. Robinett, to grant the applicant's request to defer consideration of agenda items 97-194 (a) and (b) to the September 9, 1997 regular City Council meeting, and was adopted by a vote of 5-1 (BeBn). 97- 211 - Code Amendments: 97-211 (a): Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following ordinance approved on first reading at the July 22, 1997 meeting, and was adopted by the following vote: ,ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIQNS 40-22, 40-45, 40- 91.2(d), 40-193(b), 40-195, 40-195.1,40-197, 40-198, AND TABLES 40.43.1-1,40- 43.1-2, AND 40-44-2 THEREFORE PERTAINING TO ZONING".
