<br /> 57-200 - "In connection with the sale of the Three Hundred Thousand Dollars of Off-
<br />Street Parking Bonds provided for mn the ordinance adopted on January 8, 1957, proposals we're received from the
<br />American National Bank of Portsmouth under letters dated December 19, 1956 and January 25, 1957, and from the
<br />Bank of Virginia, under letters dated January 15, 1957 to purchase the bonds at par, and I have arranged with the
<br />American National Sank of Portsmouth to purchase One Hundred and Fifty Thousand Dollars 6f the Bonds and with the
<br />'Bank of Virginia to purchase the remaining One Hundred and Fifty Thousand Dollars of the bonds, both Sales being
<br />made at par. It will be necessary for the City Council to adopt the attached ordinance approving the sale of the
<br />bonds to the above banks, which I recommend."

<br /> "Please be advised that the American National Bank will buy the entire issue of
<br />$300,000.00 City of Portsmouth Bonds, bearing interest at the raze of 3~%, as approved by
<br />the Council at its meeting last night. We feel it is incumbent upon us again to cooperate
<br />with the City so that in this instance the parking situation may be relieved az the earliest
<br />possible moment for the benefit of the merchants and the public, so many df whom are our own

<br />bid for any or all of the bonds described above at par, upon delivery July 1, .1957.

<br />57~202 - The City Manager presented the following resolation:

<br /> WHEPJEAS, ~t the meeting of the City Council held on the 23rd day of
<br />April, 1957, a Resolution was adopte~ requesting the Elizabeth River
<br />Tunnel Commission to include in the trust indenture for financing the
<br />prQposed new tun~el, a provision that would permit the allocation of
<br /> excess funds, beyond those needed ro safely pay its obligations, to
<br />another public agency or agencies to be used for the development of
<br />port facilities; and
<br /> W~EREAS, if was the intention of the Council of the City of Portsmouth
<br />that any such excess funds would noz be used by the Tunnel Commission
<br />until after.the Tunnel Commission's obligation to pay the City of Ports-
<br />mouth the sum of ~Avo Million and Five Hundred Thousand Dollars has been
