Scott. Nays: Baker, Kirby, Smith, Weiseman On motion of Mr. Kirby, the resolution, as amended, was adopted. Mr. Hinton and Mr. Scott voting 'No'. was adopted: 57-203 - Motion of Mr. Smith that the following ordinance be placed on firstlreading, "AN ORDINANCE PROHIBITING THE SALE OF BALLOONS, WBISTLES~ FLAGS AND SOUVENIRS ON CERTAIN STP~ETS OF 't'il~ CITY" 57-204 - Motion of Mr. Smith ~o suspend the rules to hear from interested persons with ~reference to,the petition ef the Portsmouth Movers Association, was adopted. Mr..Harper spoke requesting a conference with the Council.concerning the petition of the Portsmouth Movers'Association. 5~NF IN ISHED BUSINESS and read: 57~174 - The following ordinsnce, placed on first reading at last meeting, was taken up "AN ORDINANCE TO CLOSE A FOUR (4) FOOT ALLEY ON THE PLAT OF THE PROPERTY OF G.M, SERPELL AT PORT NORFOL~' On motion of Mr. Smit~ said ordinance was adopted and by the following vo~e: Ayes: Bartlett, Baker, Hinton, Kirby~ Scott, Smith,Weiseman Nays: None 57-205 - The following letter from the School Board was read: "I am hereby notifying you of the expiration of the terms of office of tee following mem- bers of the School Board, their terms expiring July 1, 1957: First District - Mr. J.
